**Who we are**
Cargo & Conveyance Policy & Detection Capability is responsible for determining, developing and enabling the strategies, regulatory frameworks, tactics and interventions that manage biosecurity and other risks within the transport and trade pathways into Australia. This pathway brings together how the department detects and responds to biosecurity risk and non-compliance, including through deploying surveillance and verification tools and capabilities such as detector dog teams and x-rays. The branch sets operational policy for the biosecurity clearance of all air and sea cargo, conveyances and ports, seasonal pests and policy assessment related matters.

The Assessment Policy Section provides the policy and verification framework for document assessment and biosecurity directions; manages the maintenance and expansion of imported goods covered by the class 19 approved arrangement; biosecurity risk profiling and compliance monitoring of imported goods. The section also provides program management and continuous biosecurity competency training of accredited persona operating under the class 19 approved arrangement to assess documents and enter biosecurity directions for specified non-commodity and commodity import consignments.

**The Jobs**
Policy/Program Officers operate with a degree of autonomy and contribute to achieving the department’s purpose to protect and help develop strong agricultural industries. The duties of the roles include, but are not limited to:

- creating, reviewing and maintaining instructional material and policy documents as required
- providing secretariat support for working committees lead by the section
- assisting with the development of training and resource content
- supporting the development and implementation of communication strategies to raise awareness amongst stakeholders of the benefits of lodging cargo import declarations using the arrangement class
- critically analysing import data relevant to the arrangement class and providing advice to the Director of Biosecurity on regulatory and compliance trends
- reviewing and preparing communication materials including Industry Advice Notices, webpage content and other communication materials for internal and external stakeholders.

**Please note** that this recruitment process will initially be used to fill **three vacancies in the section** and that the roles may be performed from any of the locations listed on the job description. The merit pool established through this selection process, which is valid for a period of eighteen months from the date the vacancy was advertised in the Public Service Gazette, may also be used to fill future ongoing vacancies in the branch where the duties are of a similar nature.

**What we are looking for**
**Knowledge and experience**
- Experience in biosecurity or similar regulatory policy or program positions.
- Knowledge of the role biosecurity plays in protecting Australia’s agriculture and environment including biosecurity risks associated with imported goods.
- Demonstrated experience in program management and implementation as well as experience in program management systems or process improvement and/or regulatory practice, training and instruction material.
