**The Role**
The Department of Employment and Workplace Relations’ Pacific Labour Operations Division is responsible for managing and implementing the Pacific Australia Labour Mobility (PALM) scheme. The PALM scheme has two key objectives:

- to contribute to the economic development of nine Pacific Island countries (Fiji, Kiribati, Nauru, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu) and Timor-Leste; and

The department manages the PALM scheme domestic operations, in collaboration with the Departments of Foreign Affairs and Trade (DFAT); Home Affairs; and the Fair Work Ombudsman.

The Division operates in a fast paced, dynamic environment with a requirement for ongoing stakeholder engagement.

Reporting to the Director, Worker Support Team, the Worker Support Assistant Director is responsible for oversight of support programs to workers participating in the PALM scheme, with a focus on worker safety, welfare and wellbeing.

Flexible work arrangements are required, including after-hours and on-call arrangements.

**Duties and Responsibilities**
Duties may include some or all of the following:

- Lead and support team operations, including the oversight and quality assurance of case management and case coordination for workers following a critical incident or with complex personal circumstances.
- Build and maintain strong relationships with key stakeholders including PALM workers, Approved Employers, PALM program staff, local community agencies, partner country consular officials including Heads of Mission and Country Liaison Officers in accordance with the PALM Community of Care model.
- Contribute to the development and implementation of worker support strategies, continuous improvement and management of change in the workplace.
- Develop staff capability through coaching, mentoring and succession planning to increase performance, engagement and retention.
- Lead and support operations of the team, including monitoring business performance, setting priorities and managing resources and workflow.
- Prepare a range of written material including business cases, reports, executive briefs and corporate documentation.
- Identification and reporting on PALM risk control and mitigation effectiveness, including proactive identification of new and emerging threats to PALM worker safety, welfare and wellbeing and development of strategies to mitigate these.
- Development and delivery of community development and education programs responding to areas of need or risk.
- Oversight of the PALM program critical incident response framework, in partnership with other PALM program staff and external stakeholders. Assistant Directors may be required to provide after-hours support for program staff responding to critical incidents as an escalation point where these incidents are highly complex or sensitive.
- Other duties as required to support the core functions of the PALM program.
