**About the opportunity**
We are seeking a motivated and experienced Culture and Capability Officer to join our team on a term contract, full-time basis for up to 6 months.
This role focuses on transforming learning and development into an engaging and inspiring experience for our staff. Picture yourself as the creative force behind engaging and interactive eLearning programs, designing courses into SCORM compliant files that are deployed on our learning management system.
You will play a key role in coordinating our Employee Opinion Survey, managing everything from its setup to communication plans, driving participation, and translating insights into meaningful actions. Additionally, you will oversee key compliance-based training programs, such as first aid, ensuring essential knowledge is effectively delivered.

**Qualifications and experience**
**Essential**:
- Relevant Diploma qualifications in an appropriate field
- Minimum 2 years’ experience in a similar capacity
- Demonstrated project management and facilitation skills
- Demonstrated experience in developing systems and processes to support cultural change
- Demonstrated experience in the delivery of engagement and/or cultural surveys
- Demonstrated experience in the development of leadership programs
- Demonstrated experience in change management
- Demonstrated commitment to customer service
- Ability to work within a team environment
- Knowledge of applicable legislation/regulations
- Proven advanced written and verbal skills
- Computer literate
- Current class C driver's licence.
**Desirable**:
- Qualifications in change management
- Demonstrated experience in the development of Diversity and Inclusion strategies and actions
- Availability to work flexible working hours
- Accredited workplace trainer assessor.
**Remuneration and benefits**
The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.
- Entry level for this position starts at $1,790.59 per week
- 35-hour working week
- Opportunity to participate in Council's flextime arrangement
