**The Role**
The APS 6 DRTO Issuance and Scope Manager is responsible for the management and leadership of a small DRTO Issuance Team. This position coordinates and verifies all vocational training and assessment conducted within Defence where the Defence Registered Training Organisation (DRTO) issues a national qualification or units of competency as an outcome.

This role manages the quality assurance of all issuance requests to the DRTO, including course outcomes, trade competency log books and Recognition of Prior Learning (RPL) assessments. The Issuance and Scope Manager engages with DRTO clients including internal and external stakeholders.

This role requires high level skills in VET, data quality management and use of databases, including retrieval, data analysis and reporting. It also requires a current understanding and experience in working within an RTO or within a VET training environment.

**About our Team**
The DRTO Issuance and Scope Manager will manage a small team of 1 x APS 5, two x APS 4 and three APS 3 staff, who work collaboratively to undertake issuance activities to support DRTO clients, and in maintaining DRTO compliance.

The DRTO Issuance team is part of the National Skills Framework team, within the broader directorate of DELTA (Defence Education, Learning and Training Authority) at the Australian Defence College. Strong team collaboration and communication skills are desirable for this role as there is a need to provide advice and support to internal clients, senior leadership and external stakeholders as required.

It is desirable that applicants have demonstrated experience with managing employees and have a strong background in vocational training and assessment, records management and strong communication skills. This ideal person will also be experienced working with PMKeyS (Defence HR system), Objective (Defence Records Management system) or similar. Previous experience working with an RTO or within the national vocational education and training system (national vocational training (VET) system would be an advantage.

Within the Learning and Development delivery function, this APS 6 role is accountable under limited direction to perform and achieve moderately complex to complex learning and development work within an integrated workforce. They are accountable to have and maintain a well-developed understanding of and compliance to relevant legislative, policy and procedural frameworks and government decision-making.

This APS 6 role will be accountable for organising their tasks and making independent decisions relating to their area of responsibility. They will coordinate administrative and business support activities for the broader team, identify risks and determine appropriate actions to meet stakeholder needs. They will engage and negotiate with stakeholders on complex issues to achieve business outcomes and work collaboratively, build and sustain effective relationships and provide constructive feedback.
