The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Overview of the Branch and Section**:
We are seeking a dynamic, innovative and collaborative person to provide strategic support to the Data Management and Ethics Section in the Data Governance Branch, Data Division.
The Data Governance Branch is responsible for leading the development of enterprise data strategy, policy, standards and processes for the Department and the Australian Border Force in order to maximize the availability, trust in and legitimate use of data and analytics in policy, managerial and operational decision-making. Our functions include data policy, program management, data security and access management, privacy and information disclosure. The Data Management and Ethics Section is responsible for leading Home Affairs’ internal and external data strategy and policy engagements, with a focus on implementing the Government’s AI ethics principles and facilitating safe and responsible use of data and analytics.
**About the role**:
The Assistant Director reports to the Director, Data Management and Ethics Section. The Assistant Director leads a small team that provides analysis and advice on adoption of Data Governance frameworks and policies across the organization. A key part of the role is to design and implement the standards and techniques in the data ecosystem to establish a mature data management structure and improve organisational performance. You will work in an agile, fast-paced environment with diverse stakeholders across government (including data science, strategy, capability development, intelligence, operational, ICT and legal areas), as well as with industry and academia. You will provide necessary support to drive data policy and strategy, and translate it into policies, procedures, standards and guidelines that make the best possible use of data and AI to keep Australia prosperous, secure and united.
**Specific duties/responsibilities**:
The Data management & Ethics Section leads the development of data and analytics policy for the Department and the Australian Border Force:
Support Home Affairs’ engagement with whole-of government data policy and AI policy fora;
Support in formulating whole-of-government initiatives on data strategy, Enterprise policies, processes and standards
Support development and implementation of Home Affairs’ Enterprise Data Management Framework and related policies, processes and standards to mature data governance across the Department
Ensure that as the data governance and management ecosystem continue to mature and evolve to support the growth of the business
Support implementation of key elements of the Home Affairs Portfolio Artificial Intelligence Strategy, including operationalisation of the Government’s AI ethics principles within the Home Affairs context.
**Role requirements/qualifications**:
Bachelors’ degree or higher, including in law, computer science, information systems, business administration or a relevant field, or equivalent work experience is highly desirable
Several Years' experience in diverse roles with significant expertise in delivering complex data management and governance frameworks including best practices is highly desirable
Excellent leadership skills, including a demonstrated ability to:
Lead team, problem solve, inspire and motivate staff
Lead programs and deliver them within resource constraints
Excellent strategic thinking and analytical skills, including a demonstrated ability to:
Analyse information and issues and translate high-level policy objectives into operational policies and programs
Develop, influence and implement complex public policy in a fast paced and rapidly changing environment
