The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Overview of the Section**:
The Border Intelligence Watch Office (BIWO) delivers time-critical, 24/7 intelligence support to Divisional partners.
The BIWO responds to actionable information related to immediate border threats across the Aviation, Maritime, Cargo/Mail, Crew/Travellers, Migration and Citizenship environments, providing direct 24/7 analytical support to frontline operational areas.
The Watch Office also supports Divisional efforts in a 24/7 capacity, providing critical after-hours support to operational line areas and program partners; is responsible for Departmental (including ABF) operational access, use and disclosure of Passenger Name Record (PNR) data, and provides after-hours support to the Division’s enterprise services, including Border Watch and Alerts Management.
**About the role**:
The Assistant Director BIWO (Shift) plays a critical role in running a shift team, providing direct support to key stakeholders in a high-tempo operational environment and managing multiple shift analysts to meet workload requirements and tasks required of a 24/7 function. The position is responsible for ensuring information collection, tactical and operational analysis to identify threats pre, at and post the Australian border supporting the Division and the broader Department.
The Assistant Director BIWO (Shift) is responsible for:
- Guiding, coaching, mentoring, providing advice on complex issues for Team Leaders and Analysts in the team
- Responding to complex analytical tasking, and overseeing staff members in the preparation of products/delivery of intelligence services
- Representing Intelligence Division in a 24/7 capacity
- Driving operational engagement
- Building strong working relationships with key stakeholders across the Department, the ABF and with domestic and international partner agencies
- Ensuring accurate and timely intelligence advice that supports Divisional requirements, frontline staff, program partners and executive reporting needs.
**Specific duties/responsibilities**:
- Build a positive and productive team environment; identify and address development needs; guide, mentor, give appropriate feedback and support; address and acknowledge individual/ team performance and achievements
- Develop and implement business processes, guidelines and policies in support of ongoing improvement of intelligence services and capabilities
- Confidently deliver verbal and written briefings to customers, portfolio senior executive, and domestic partner agencies
- Manage or coordinate allocation and prioritisation of intelligence capability in keeping with intelligence production requirements and resource availability
- Communicate clear intelligence objectives, outcomes and priorities across the intelligence team(s).
**Role requirements/qualifications**:
**_Mandatory Requirements_**:
- The ability to work a rotating 24/7 shift roster, including weekends, public holidays and over nights
- Ability to obtain and maintain an Employment Suitability Clearance (ESC) and Negative Vetting 2 security clearance, with the possibility of upgrading to a Positive Vetting clearance
- These positions are ACT based.
