The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Overview of the Branch and Section**:
Compliance and Community Protection Branch
Compliance and Community Protection Policy Branch (CCPPB) leads the development of policy relating to character, cancellation, compliance, detention, status resolution, migrant worker exploitation, merits and judicial review, returns and removals, and oversees policy responsibility for several visa categories.
CCPPB includes four Sections:
- Character, Integrity and Identity Policy
- Migrant Worker and Field Compliance Policy
- Merits Review and Detention Policy
- Status Resolution, Returns and Removals Policy.
Immigration Planning and Policy Framework Branch
Immigration Planning and Policy Framework Branch (IPPFB) leads the development of policies on the size and composition of Australia’s permanent Migration Program, complex, cross-cutting migration and border issues, lawful and unlawful immigration assistance, and undertakes research and analysis on migration issues to strengthen departmental and public understanding of Australia’s migration programs.
IFFPB includes four Sections:
- Immigration Research and Analysis
- Permanent Migration Planning and Policy
- Migration Assistance Policy
- Visa Architecture Policy.
Immigration Integrity and Assurance Branch
Immigration Integrity and Assurance Branch (IIAB) is responsible for contributing to the active management of the strategic risk for Migration & Citizenship including monitoring and reporting on the performance of controls. IIAB is also responsible for the Office of the Migration Agent Registration Authority and the management of risk systems that support visa and citizenship programs.
IIAB includes four Sections:
- OMARA
- Immigration Risk & Strategy
- Immigration Integrity Operations
- Immigration Integrity Systems.
Successful applicants will be used to fill positions across the division.
**About the role**:
EL1 Policy Officers lead teams to deliver outcomes which are aligned with the section’s objectives and ensure that the teams work in an integrated and collaborative way. The EL1 will lead their team, to develop/amend policy, manage communities of practice and ensure deliverables are completed whilst providing support to the Director on the processes, structure and opportunities of the section and work within legislation, policy and frameworks to support the branch outputs.
Policy Officers at this level will have leadership skills, good judgement, and the ability to solve complex problems. They will have experience in policy development and implementation, service delivery across complex programs, regulatory administration skills and/or risk analysis skills. They will also have strong communication skills and be able to manage competing priorities to deliver outcomes in short timeframes.
- Contribute to the development and implementation of relevant policy, procedures and tools
- Sound analytical and research skills including ability to interpret legislation and/or policy
- Identify, assess and mitigate program risks based on analysis of quantitative and qualitative information
- Develop and manage stakeholder relationships and provide advice to support business improvement to achieve results
- Strong oral and written communication skills with demonstrated attention to detail
- Strong organisational and administrative skills, including the ability to work effectively to meet tight deadlines.
