About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role Procurement Services leads the QFES procurement and travel functions, and is responsible for the procurement governance, sourcing, support services, and management of specialised equipment, general goods and services, fleet and ICT procurement contacts, standing officer arrangements and panel arrangements in compliance with the Queensland Procurement Policy and Queensland Government Contract Management Framework. Reporting to the Senior Procurement Governance Officer, you will be a key member of the team, contributing to the development and review of policies, procedures and products to ensure best practice procurement and travel activities meet organisational objectives. You will assist with the development, management and monitoring of QFES procurement reporting. In addition, you will provide administrative support and assist with analysis, review and maintenance of procurement contracts, policy and procedures to align with government procurement and contract management policy and frameworks. In addition, you will also assist with the development, review and coordination of products and resources, and provide advice to QFES staff, volunteers and stakeholders to ensure best practice governance and compliance with relevant legislation, and management of procurement processes is achieved. Key requirements Highly desirable requirements - Queensland Government Level 2 Purchasing Certification or equivalent. - SAP training and experience in procurement systems. - Knowledge and experience in Queensland government procurement policies. - Highly proficient with Office 365 products, including advanced skills in utilising Excel formulas and queries. Your key accountabilities Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: - Contribute to the development, review and implementation of procurement and travel policies, procedures and processes to ensure adherence to the QFES policy position. - Extract, manipulate and analyse data from finance and other systems to meet QFES and Queensland Government procurement reporting measures, and to identify risk and/or opportunities for innovation and efficiencies in the procurement function. - Contribute to the development, review and maintenance of procurement training, manuals, templates and guides, and ensure content is available on internal or external platforms to meet user needs. - Provide advice relating to procurement governance, including contract management issues to facilitate reviews and ensure adherence to procurement policy that support decisions making processes. - Liaise and maintain effective working relationships with internal and external stakeholders to ensure services are responsive to current and future needs. - Undertake projects and/or associated reporting, including monitoring of financial and procurement systems and contract management to ensure best practice governance and compliance with legislative and organisational procurement processes. - Assist in the preparation and review of reports, submissions, briefs and other correspondence relating to procurement governance matters, in accordance with department requirements. - Provide administrative support and contribute to a cohesive team environment by sharing information, supporting and assisting colleagues in a proactive manner, including to resolve issues or provide recommendation for improvement.
