**About the Early Childhood Outcomes Division**
As part of this reform, the government has established the Childcare and Economic Opportunity Fund - a $5 billion investment over 10 years to improve economic participation in the workforce, particularly for women, by addressing the barriers to affordable and accessible quality childcare. The Fund is also committed to the attraction and retention of the early childhood education and care (ECEC) sector workforce. You can find out more information about the Fund here.
This ongoing opportunity is in the System Stewardship directorate which is leading the development of the Fund’s strategic direction and the co-design of programs and initiatives with stakeholders to deliver on the Fund’s objectives and Government commitments.
**About the Role**
As the Manager, Program Design, you will lead the development, design, delivery and evaluation and reporting of programs and initiatives under the Fund to address Early Childhood Education and Care affordability, accessibility and sector workforce issues. Working alongside the other manager in this space, you will lead a team that collaborates across ECO and the ECEC sector to ensure programs are based on sound policy advice, meet the needs of families, children and communities and contribute to the evidence base for program improvement.
The Fund Delivery team has a broad remit including the development of partnerships as a delivery mechanism for new ECEC initiatives, as well as the implementation of a system stewardship strategy across ECO to facilitate a sustainable, higher performing ECEC market.
As the Manager, Program Design you will be a valuable and critical member of the Fund Delivery leadership team, helping to shape and model our culture and values.
**About You**

A clear and considered communicator, your track record in delivery speaks for itself. Your experience in working in a reform environment, leading people through uncertainty, and coaching and empowering others will be highly regarded.
The following accountabilities are critical for role success
- Demonstrated experience in the development and delivery of a portfolio of program and initiatives in a complex policy and reform environment
- Sound understanding and experience in program monitoring, evaluation and reporting
- Extensive experience in developing and maintaining productive internal and external stakeholder relationships to deliver outcomes
- Demonstrated experience in translating policy into practical initiatives
- Experience in developing, leading and managing teams to deliver all key policy and project/s milestones and outcomes
- Adept at leading consultation and negotiation on policy and project issues to identify and develop collaborative solutions and support sound policy decisions
**Please note** - the team is based largely in Parramatta. While we are happy to consider flexible working options, we are looking for someone who can attend the Parramatta office on a weekly basis. Occasional travel will also be required to other sites for Board meetings and stakeholder engagement.
**Key knowledge and experience**
- Knowledge of and commitment to implementing the Department’s Aboriginal Education Policy and upholding the Department’s Partnership Agreement with the NSW AECG and to ensure quality outcomes for Aboriginal people.
**Essential requirements of the role**
- A valid Working with Children Check for paid employment
- Tertiary qualifications in a relevant discipline, or demonstrated equivalent knowledge and/or experience
- Demonstrated understanding of and commitment to the value of public education
