The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.

The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.

**Overview of the Branch and Section**:
Trusted Trader and Trade Compliance (TTTC) Branch administers the Australian Trusted Trader (ATT) Programme and provides guidance on trade services to create a strong, secure and efficient border. As part of the Customs Group within the Australian Border Force (ABF), TTTC supports the efficient management and flow of legitimate goods across the border, while responding quickly to the evolving international trade environment.

**About the role**:
The role of the APS6 in TTTC is challenging and rewarding. Staff operating at this level are responsible for supervising teams that implement Australian Government policies that impact Australian society.

APS6’s supervise small teams that deliver TTTC Branch policy and strategic planning to address trade compliance capability, industry engagement and the development and on-going maintenance of benefits for the ATT program

**Specific duties/responsibilities**:

- Strategic Capability:_
- Supervise and conduct research and analysis of complex issues related to trade and customs to provide evidence based advice and recommendations to Government decision makers
- Supervise and develop processes, procedures and tools that support the implementation of trade policies that enhance security and trade facilitation outcomes
- Under direction from the Assistant Director, co-ordinate strategic planning for longer-term project initiatives and program management
- Evaluate costs, benefits and risks and opportunities associated with options to recommend solutions
- Undertake quality and risk assessment and risk management activities for a project or program.
- ATT Ops:_
- Supervise validation performance activities to assess businesses seeking access to the ATT program and make recommendations to the delegate in regards to offers of accreditation
- Supervise teams responsible for delivery of account management benefits and facilitate delivery of a suite of benefits to accredit Trusted Traders
- Supervise assessment teams responsible for undertaking detailed assessment of eligible ATT applicants including a comprehensive assessment and review of compliance with customs and migration acts/regulations
- Supervise delegate assurance teams responsible for providing assurance to the delegate including the facilitation of the quality assurance, review and management of ATT legal agreements, on boarding and hand over to newly accredited Trusted Traders
- Supervise the review and monitoring of ATT adherence to program requirements ensuring record keeping systems are updated, review and revision of all ATT operational documents and standard operating procedures (Including training manuals), and facilitation and management of ATT delegate initiated projects.

**Role requirements/qualifications**:
A background in contributing to the facilitation of change through highly developed negotiation and advocacy skills is preferred and demonstrated experience in strategy and stakeholder management is favourable but not essential.

- Previous experience in policy development and change implementation
- Proficient written and verbal communication
- Experience in writing policy and governance documents
- Trade and/or Customs experience
- An engagement background, preferably with industry experience
- Experience in performing detailed analysis, assessment and preparation of recommendations in high level report form
- Possess high ethical standards and maintain confidentiality and discretion within a high risk environment
- Can undertake regular interstate and/or regional travel
- Previous experience in event management
- Relevant tertiary qualifications which may include, (but not limited to) the fo
