**The Role**
A role as a Contracting Officer within the Defence Non Materiel Procurement Branch (NMPB) - Support, Initiatives and Coordination (SIC) Team is the opportunity you’ve been waiting for.

As the EL1 Contracting Manager, you will support the Director in the delivery of an array of projects and initiatives involving implementation and enhancement of current and upcoming procurement support systems, policies, frameworks and artefacts. Similar projects previously completed include a rationalisation of Defence’s standing offer panels, implementation of Dynamic Sourcing for Panels (DS4P) and the Defence Contract Management Framework, review and feedback on proposed amendments to the Commonwealth Procurement Rules and various new Procurement policies (e.g. Modern Slavery, Black Economy etc.)

This position has people management responsibility of a small team and as such you will be required to exercise your people management and leadership skills to achieve team outcomes. You will lead the team that is responsible for the group’s central procurement mailbox in the provision of procurement advice and assistance; collaborate with NMPB customers and Commercial Division colleagues to deliver procurement related services which are fit for purpose; and assist in delivering procurement outcomes efficiently and effectively.

You will participate in working groups associated with new or existing policies and processes which form part of the Commonwealth Procurement Framework and/or Defence’s commercial framework. You will support the introduction of new Whole of Government arrangements into Defence and manage stakeholder consultation and transition activities. As such, you will contribute to the development and enhancement of templates and other artefacts that are fit for purpose for use by staff undertaking procurement and contract management.

You will support customers accessing other Agency Panel arrangements, to ensure that such Panel procurements deliver value for money outcomes, and are consistent with the Commonwealth Procurement Framework and Defence policies. You will maintain access privileges, and oversee the usage, of systems including Defence’s Commercial Tracker; AusTender and DS4P to enable the provision of high level support to customers.

You will also support Defence procurement evaluation teams by supporting the implementation of an enterprise wide tool for supporting tender evaluations.

**About our Team**
Non Materiel Procurement Branch delivers commercial expertise and solutions for procurement and contracting across the procurement life cycle to help Defence meet its objectives, maximise value for money and meet legislative and mandatory policy requirements. The SIC Team manages the Defence Procurement Inbox which is the primary contact point for customers to seek commercial advice and assistance from the Branch. As well as providing first tier advice and support on less complex, but nonetheless critical procurements that provide enabling products and services to the Defence portfolio and ensuring Defence capability outcomes are achieved. The SIC Team triage more complex procurement requests to customer relationship managers within the Branch. The SIC Team is also involved in many project based activities including providing input into, and rolling out Whole of Government major initiatives and systems, internal policy changes and framework enhancements.
