Energy Safe Victoria (ESV) is Victoria's safety regulator responsible for electricity, gas and pipeline safety. Our role is to ensure that Victorian gas and electricity industries are safe and meet community expectations. We are also responsible for licensing and registering electricians, and educating the community about energy safety. Our people come from a wide range of professions with diverse skills and experience driving the success of ESV.
About the opportunity
We have an exciting maximum-term full-time (up to 12 months) parental leave cover opportunity reporting to the General Counsel, as the Head of Legal Services. You will be responsible for leading the Legal Services team to ensure consistent ESV's commercial, regulatory and enforcement activities are consistent and measured.
**Key responsibilities include**:
- Lead, manage and oversee the day-to-day operations of the Legal Services team, including peer review of advice, to ensure that it provides practical, accurate, high quality legal advice and services to support ESV's commercial and regulatory activities.
- Provide legal leadership and authoritative expert advice to operational divisions to ensure that ESV delivers consistent, high quality and effective compliance, investigation and enforcement functions including administration actions and prosecutions.
- Provide expert support and advice to ESV operational divisions to ensure that regulatory functions are carried out within the energy safety legislative framework, including the lawful exercise of statutory powers and the making of appropriate and lawful decisions under delegation.
- Lead and contribute to projects both within the division and across the organisation, including advising on proposals for legislative amendment or improvements to regulatory practice.
- Lead the provision of the internal review function for infringements issued by ESV and administrative decisions made by ESV.
- Directly manage complex or sensitive prosecution, and otherwise supervise enforcement solicitors in the conduct of prosecutions, including reviewing evidence in support of charges, recommending charges and obtaining executive support for prosecutions.
**To be successful, you'll have**:
- A tertiary qualification in law and be an Australian lawyer, holding an Australian practising certificate.
- Experience working in or advising a regulator in the exercise of its regulatory functions and working closely with operational and field staff.
- Experience in regulatory and investigations environments with a particular focus on supporting regulatory investigations, compliance activities and enforcement action including prosecutions.
- Strong leadership, mentoring and coaching skills and the ability to employ these with direct reports, peers and all levels of management.
- High-level interpersonal skills with proven ability to liaise, negotiate and influence high
- level stakeholders on complex legal matters to achieve outcomes in line with organisational objectives.
- Problem-solving skills and ability to investigate, analyse, resolve issues and introduce improvements.
