About us
VCAT serves the community by resolving civil and administrative disputes and making decisions in human rights and guardianship cases. VCAT services a diverse range of Victorian disputes, from residential tenancy matters to complex building and property and human rights matters, which have a deep reach into the Victorian community and a direct impact on the economy, in particular, in planning, property, health and small business.
VCAT has currently embarked on a digitally-enabled service transformation focused on delivering enhanced online services for our users, end to end digital workflows in all our lists, and building an empowered and capable workforce who are receptive and ready for change.
About the role
- Design and establish the TPMO to support successful delivery of the digital service transformation program and position the program for expansion to other Lists
- Develop and manage the program governance framework and secretariat services
- Develop and implement transparent program reporting processes to support effective decision-making
- Establish procurement, financial management, scheduling, benefits management and recruitment capabilities within the TPMO as required to support individual project needs
- Provide leadership and guidance to project resources based on advanced expertise to maintain efficiency and high performance in achieving program objectives.

The position will work closely with program leaders to ensure high quality project management, budget management and reporting.
About you
- Demonstrated significant experience establishing and managing a program office within a complex business transformation projects involving technology
- Excellent financial acumen with the ability to manage complex budgets, providing high quality decision support to the program and its Governance.
- Excellent leadership skills, with the capacity to listen, motivate and empower to deliver on program and project objectives.
- Demonstrated experience and ability to produce and present high quality materials, translating complex information in simple and easy to understand eformats
- Demonstrated experience in being able to support agile program delivery whilst maintaining governance controls
