**About the Stream, Group or Branch**:
The Department of Social Services purpose is to improve the economic and social wellbeing of individuals and families in Australian communities, which they achieve through the implementation of a diverse range of government policies, programs, services and payments.
The Community Grants Hub (the Hub) partners with government and non-government organisations with the aim to improve the wellbeing of everyone in Australian communities. They do this by effective administration throughout the grants life cycle, which includes delivering policies, programs and services, managing payments and gathering and sharing local intelligence.
The State Head Offices lead the department’s engagement with stakeholders and the service sector, as well as monitoring the local risks or issues and providing local leadership for the departments’ team. The Health Grants Branch manage grant programs that improve the health and wellbeing of all Australians, now and for future generations from nine locations across all Australian states and territories.
**Position Description**:
The Hub is looking for high performing, experienced team leaders to fill vacancies at an APS 6 level within the Brisbane and Townsville offices. As a Team Leader you will be responsible for the management of a small team that delivers high quality administration of grants on behalf of the Department of Health. You will also provide quality grant administration of complex or high risk grants.
The key responsibilities of the Team Leader role include but are not limited to:
- actively monitoring and managing grant performance, quality assurance and compliance with grant terms and conditions for complex or high-risk providers
- leading and managing a small team of funding account managers and admin staff
- assessing and monitoring the performance of grant recipients in accordance with grant agreements and program guidelines
- maintaining knowledge of relevant guidelines, legislation and policy frameworks
- interpreting, analysing, escalating, and where appropriate, resolving issues impacting grant agreements
- liaising with service providers, and as appropriate, key stakeholders in Government and non-government organisations
- creating and supporting on the job learning experiences and identifying opportunities where team members can expand their individual skills and knowledge
- supporting the Director and Assistant Directors to champion positivity and a solution focused culture within the team to achieve results and build capability
- participating in section business planning and assisting in implementing program and process reforms
- contributing to briefs, advice and messages for Ministers; Parliamentary Secretaries and Departmental Executives
- actively encouraging a work environment that promotes a safe work environment, the APS Values and Code of Conduct and other ethical and legal frameworks that govern work and guide decision-making.
To be successful in this role, you will demonstrate that you have the following attributes:
- lead and manage a team of staff to build capacity and deliver outcomes
- think strategically and analyse information to achieve results
- identify and resolve issues effectively using relevant legislative, policy and regulatory frameworks
- communicate with influence and engage professionally and positively with stakeholders to develop productive working relationships
- manage complex grant agreements.
**Eligibility / Additional Requirements**:
Some inter and intra state travel may be required. A current driver’s licence is desirable, but not essential.
This recruitment process is being used to fill current and future ongoing and non-ongoing vacancies. A merit pool of suitable applicants will be created which may be used to fill future vacancies should they become available over the next 18 months.
Non-ongoing vacancies will be offered for a period of up to 18 months with the possibility of extension (up to a total period of 3 years). Some of these non-ongoing vacancies may become ongoing in the next 18 months.
Should a position become ongoing then the merit pool established through this selection process may be used to fill the vacancy on an ongoing basisTo be eligible for employment with Department of Social Services (the department), you must be an Australian citizen. An applicant's suitability for employment with the Department will be assessed through a pre-employment screening process. This will include an identity and criminal history background check.
**Eligibility to obtain an Australian Government Security Clearance**:
The suitable applicant must also obtain and maintain a security clearance conducted by the Australian Government Security Vetting Agency (AGSVA).
