**About the Stream, Group or Branch**:
As part of the Families and Communities Stream, the Communities Group helps build stronger and more resilient individuals, families and communities.

The Communities Group comprises the following branches:

- Community Cohesion Branch
- Cashless Welfare Engagement and Support Services Branch
- Cashless Welfare Policy and Technology Branch
- Financial Wellbeing Branch.

The Financial Wellbeing Branch supports eligible individuals and families to navigate financial crises, build financial wellbeing, financial capability and resilience to reduce their risk of long-term welfare dependency.

The Gambling and Community Policy Section is responsible for implementing the National Consumer Protection Framework for Online Wagering and developing online gambling harm minimisation policy. An important part of gambling policy development, which is a focus of this role, is commissioning national research on gambling and reviewing existing research to develop evidenced-based policy recommendations.

This role represents an opportunity to inform policy development to drive harm minimisation for problem gambling and have real and significant impacts for the Australian community. We are looking for demonstrated strength in research, policy development, stakeholder engagement, communication skills and the ability to synthesise data and research.

**Position Description**:

- lead, manage and coach a small team through ambiguity, instilling a sense of collective purpose to drive the delivery of program outcomes to high professional standards
- lead research and analysis activities, including the synthesis of data and research, to inform policy development
- provide high quality strategic guidance and expert advice on complex areas of policy and develop draft policy advice for presentation to the Minister or senior executive
- lead the development of draft reports, briefing papers, speeches, Ministerial correspondence and discussion papers to support implementation, evaluation or policy development
- maintain awareness and monitor changes in the broader work environment and the longer-term strategic, political or operational outcomes that may impact on work objectives
- make decisions supported by sound judgement, expertise and knowledge, under limited guidance and with direction from more senior staff, on tasks with considerable complexity and/or sensitivity
- build and maintain positive and professional relationships with internal and external stakeholders including Commonwealth, government and non-government stakeholders and community members to deliver on strategic objectives, including senior executives
- prepare and support procurement activities in line with process, policy and instruction to deliver on strategic objectives.
- Staff Management - demonstrated experience in leading and managing a small team, including determining and being accountable for the team’s objectives, priorities and task allocation, working flexibly while effectively managing change and uncertainty
- Policy Development - experience with policy development and project management, including supporting shared purpose and direction, critical and strategic thinking, harnessing information and opportunities, and demonstrating judgement, intelligence and common-sense
- Written and verbal communication skills - highly refined ability to clearly communicate with technical, professional and academic audiences in a variety of formats. Negotiates confidently and listens, understands and adapts to audiences. Demonstrated ability to foster working relationships to achieve results and deliver on priorities.
- Stakeholder and relationship management - well-developed collaboration, stakeholder engagement, relationship management and negotiation skills.
- Organisational skills and time management - excellent organisational skills including the ability to balance competing priorities and successfully deliver outcomes in a timely manner.
