**About the Stream, Group or Branch**:
The Department of Social Services’ enduring purpose is to improve the economic and social wellbeing of individuals and families in Australian communities which we achieve through the implementation of a diverse range of government policies, programs, services and payments.
The Social Security Stream delivers income security, support policies and programs for families with children, carers, the aged, people with disabilities and people in hardship. The Stream also delivers policies and programs for social housing, rent assistance and homelessness.
The stream consists of three groups:
- The Pensions, Housing and Homelessness Group which has policy and program management responsibility for pension payments and related supplements, concession cards, means testing, rates, residence and portability, and housing and homelessness services, as well as providing a whole of social security view to ensure coherence of the system
- The Data and Evaluation Group provides the Department of Social Services with robust, relevant and timely evidence it needs to help the Government make informed policy and program decisions
- The Participation and Family Payments Group has policy and program management responsibilities for working age payments and related supplements, income support for vulnerable people, family payments and child support, as well as encouraging self-reliance and support for people who cannot fully support themselves.
The Families and Payment Support Branch has responsibility for policy development and program management for Family Tax Benefit, Parental Leave Pay, Stillborn Baby Payment, Child Support policy and overall social security payment accuracy.
**Position Description**:
We are looking for an Executive level 1 officer to join the Payments Support Section. The available position will help manage the Random Sample Survey (RSS) program.
You can expect to:
- gather, examine, evaluate and interpret quantitative data
- present complex data in an influential and clear manner
- maintain and perform data extraction and analysis for reporting
- prepare briefs, minutes, policy papers and correspondence.
The Random Sample Survey (RSS) program is the Department of Social Services (DSS) independent, point in time, payments assurance control program. The program informs the department of the level of payment accuracy achieved by Services Australia in delivery of the department’s payments, expressed as a percentage of departmental outlays. Payment accuracy measures the extent to which payment outlays are made by Services Australia in accordance with legislation.
In this role you can expect to engage with inter-departmental stakeholders and produce data analysis and written reports that support RSS. You will have excellent written communications including experience writing briefs and reports, and the ability to work with data to produce meaningful insights for Executive and policy stakeholders.
**Eligibility / Additional Requirements**:
Knowledge of the social security payments is beneficial. Knowledge of SAS or other analytical software is desirable but not mandatory.
This recruitment process is being used to fill current and future ongoing and non-ongoing vacancies. A merit pool of suitable applicants will be created which may be used to fill future vacancies should they become available over the next 18 months.
Non-ongoing vacancies will be offered for a period of up to 18 months with the possibility of extension (up to a total period of 3 years). Some of these non-ongoing vacancies may become ongoing in the next 18 months.
Should a position become ongoing then the merit pool established through this selection process may be used to fill the vacancy on an ongoing basis.To be eligible for employment with Department of Social Services (the department), you must be an Australian citizen. An applicant's suitability for employment with the Department will be assessed through a pre-employment screening process. This will include an identity and criminal history background check.
**Eligibility to obtain an Australian Government Security Clearance**:
The suitable applicant must also obtain and maintain a security clearance conducted by the Australian Government Security Vetting Agency (AGSVA).
Applicants also must be able to establish their background as checkable to be considered eligible for a security clearance. Any gaps or periods of time spent overseas for 12 or more months (cumulative) that cannot be verified by an Australian referee is deemed uncheckable, rendering the applicant ineligible for a security clearance. Background history must cover 5 / 10 years (Baseline / Negative Vet 1 or Negative Vet 2) of employment, education, residential, criminal history and anything else specified by the AGSVA.
