The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Overview of the Branch and Section**:
The Systems Hardening Section is responsible for overseeing and managing a large and complex program of work to remediate cyber security issues across the Department and ABF, towards the ACSC maturity model. The section is also responsible for developing a sustainable framework that is embedded into systems development and systems sustainment processes to uplift and improve the Departments cyber security posture. The Section will work across all delivery branches and Cyber Risk Services Branch within Technology and Major Capability Group.
**About the role**:
The Systems Hardening Program (SHP) Manager typically plans, organises, controls and coordinates the Program. The SHP Manger is accountable for day-to-day program and project functions such as resourcing, scheduling, prioritisation and task coordination. They are responsible for meeting project milestones, objectives and deliverables within agreed time frames and budgets, using correct process methodologies. Additionally, these officers ensure effective program/project delivery and prevention of potential issues by implementing well-thought-out risk management and contingency plans. The SHP Manger will utilise their knowledge of the systems they are working with and their stakeholder relationships and networks to constantly keep the program/project on track throughout its lifecycle, using their expertise to promptly resolve or appropriately escalate issues as they arise. Officers also plan for and undertake the successful transition and/or closure of services.
**Specific duties/responsibilities**:
- Define the program, including identifying scope and objectives
- Lead the management of dependencies with the internal and external program networks
- Manage business and risk planning, including identifying, investigating, analysing and/or mitigating potential risks to program integrity, initiating appropriate action or escalating if necessary
- Steer, implement and manage effective change management practices that align with intended outputs and strategic, departmental objectives
- Lead and manage the coordination and implementation of multiple program initiatives.
**Role requirements/qualifications**:
Contemporary project management frameworks knowledge and experience including, but not limited to:
- PRINCE2 (Practitioner) certification
- PRINCE2 Agile and/or AGILE PM
- MSP
- ITIL (Foundation)
- Waterfall
- PMBOK.
Comprehensive understanding of:
- ICT infrastructure
- ICT strategic framework
- Financial management framework
- Risk framework
- Capability lifecycle
- Project artefacts (e.g. Project Initiation Document, risk register, communications plans, project plant etc.).
Change management framework:
- 15+ years Program Management or Technical Product Management experience in a technology-oriented organisation
- Strong project management skills with the ability to work on and track multiple projects simultaneously.
**Mandatory**:
- Prior experience in managing a program with Cyber Security outcomes
**Preferred**:
- Demonstrated experience and deep understanding of security design and architecture
- Qualified MSP practitioner or equivalent industry recognised certification
- An understanding of Government policy in the area of cyber security and awareness of cyber security risks and issues will be well regarded.
