**The Role**
Duties include the following:
- Accountable to Shore Force Chief of Staff for coordination and planning of Shore Force compliance & assurance arrangements as identified in Shore Force’s Command Management System and enabling Systems of Managements (SoMs).
- Document and standardise SoMs that have been assessed as compliant to relevant legislation, standards and regulations.
- Quality control of SF Orders, Instructions and Publications including continual validity review of the SoMs and capability delivery performance (through establishment, monitoring, analysing and acting upon effective performance measures and other information) to ensure they remain effective and efficient in meeting agreed intent and objectives.
- Quality compliance and conformance management to the Fleet Command Management System and higher Navy policy, the PGPA Act, and Shore Force Orders, Instructions and Publications.
- Coordinate & compile internal conformance audits i.e. FCMS Assurance Program including the Compliance Monitoring Tool (CMat) self-assessments and on-site validation activities.
- Provide assistance and support to AVN CASO to address mandated DASR.139 responsibilities / obligations as an approved AD OPR organisation; this includes assistance with internal audit processes for the AD OPR Compliance Assurance Program.
- Build and sustain positive relationships with key stakeholders (including Fleet Division and Navy Establishments) and work collaboratively by actively contributing to team objectives.
- As a senior Shore Force APS officer, provide mentoring and leadership to all Shore Force APS and assist with their self-development and management.

**About our Team**
Shore Force provides vital enabling Support Systems essential to Mission Systems achievement of preparedness (readiness and sustainability) requirements, critical to overall Defence Capability. Shore Force’s outputs form part of the Fundamental Inputs to Capability (FICs) and establish elements of the Support System Constituent Capabilities (SSCCs). Mission Systems and other Navy organisations rely on the FICs and SSCCs that Shore Force provides, to deliver Navy’s Capability and sustain Operational Effectiveness (OE). Shore Force delivers shore-based capability through a range of products and services that enables Navy to meet preparedness requirements. This is delivered through the following key organisational roles:
- Command of Shore Force Executive (Headquarters), Navy Port Services Organisation, Personnel Support Units (PSUs), commissioned Navy Establishments and regional Navy Headquarters (NHQs).
- Planning, provision, assurance and reporting of Shore Force capability (including workforce, infrastructure, garrison support, and airfield and port operations) in support of Fleet delivery of current Capability as detailed in the Chief of Defence Force and Chief of Navy Preparedness Directives (preparedness requirements for other Force Commands and relevant organisations in Navy Headquarters).
- Provision of a structured return-to-work (RTW) pathway, through PSUs, for Navy personnel with multifaceted personal issues (MPIs) and personnel temporarily landed from HMA ships.
- Oversight and assurance of WHS and environmental legislation compliance in Navy Establishments and regional NHQs
You take initiative for achieving outcomes, progressing work, reviewing team and business performance, and focusing on identifying opportunities for continuous improvement. You will work with independence and set work tasks that align with Fleet Command and Shore Force strategic objectives and communicate expected outcomes.
You are comfortable working within a framework of legislation, established principles, work practices, and procedures in accordance with the Navy and Defence Mission.
You should have experience and comprehensive knowledge in risk performance, quality and safety management. You eagerly and proactively approach your responsibilities for the development, implementation, compliance, and review of policies and procedures relevant to your work within relevant management systems.
You have excellent stakeholder engagement skills and readily identify relevant stakeholder expectations and concerns to develop a clear understanding of the methodology and practices to achieve outcomes.
