Purpose of specific work area and position

The Operational Support function, comprising of operational and non-operational staff within three teams - fleet enablement, centralised equipment management, and fire investigation; and is responsible for overseeing the operationalisation of a coordinated response from an assets and fire investigations perspective to support volunteer and Brigade operations. The Centralised Equipment Management team is responsible for the design, maintenance and coordination of RFS associated whole-of-lifecycle equipment management business processes, artefacts, and tools in collaboration with the Asset Services Directorate to secure commitment and ensure seamless delivery of asset enablement objectives for the regions.

Mandatory requirements
- Must meet the mandatory requirements as outlined in the generic Inspector role description.

Highly desirable requirements
- Queensland Government Procurement (Level 2 certification) or can obtain skills within agreed timeframes.
- Sound knowledge of supply chain management techniques, contract management principles and project management concepts.

Primary duties

In addition to the generic Inspector, RFS role description, the primary duties of the Manager, Centralised Equipment Management include but are not limited to:

- Contribute to the development of asset management plans for equipment and prioritisation of equipment investment to ensure optimal allocation of resources to meet current and future fleet demands.
- Lead the development of the whole-of-lifecycle equipment maintenance framework, including equipment specifications, recommended maintenance schedule and asset management plans.
- Lead procurement activities for validated RFS equipment requirements, including providing advice and input for uniforms and equipment catalogues and contract management.
- Coordinate centrally managed equipment, such P3 masks, defibrillators, and electronic tablets, through procurement, operations, maintenance, and disposal to ensure volunteers and staff have fit-for-purpose assets to perform their roles safely and effectively.
- Coordinate user acceptance and commissioning, critical issues management, compliance oversight, and stakeholder consultation to support regional equipment management activities.
- Translate manufacturer operating specifications into service-specific operating standards for equipment and provide technical data to the RFS Training Unit to support curriculum development activities.
- Foster strong collaborative partnerships with stakeholders within the Asset Services Directorate to ensure equipment management is aligned with organisational asset management frameworks, plans, and policies.
- Lead, facilitate and/or participate in committees, networks and working groups to provide specialist advice and champion collaborative solutions to address equipment priorities and best-practice opportunities.

- Be able to meet the attributes of the generic Inspector, Rural Fire Service (RFS) role description.
- Rural Officer Two (RFSO2) or applicants with equivalent industry experience, appropriate skills, knowledge, are encouraged to apply.
- Volunteers and external parties with appropriate skills are highly encouraged to apply, noting that they may be asked to provide additional information to satisfy internal policies.
- Have a proven commitment to maintaining bushfire competencies and operating in a regional team environment.
- Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel.
- This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.
- Incumbents appointed to this position will participate in a personal professional development programme developed in conjunction with their supervisor.
- Incumbents must have proven commitment to maintaining competencies and operating in a team environment.
- Those appointed to a role within the QDMA (Queensland Disaster Management Arrangements) framework will undertake appropriate regularly training, to maintain your role within RFS as a member of any QDMA appointed position.
