**THE ROLE**
As an essential member of the Homes Victoria executive team, the Deputy CEO leads the delivery of a large portfolio of housing growth and redevelopment projects, housing and homelessness policy, public, social and affordable housing operational management, reform and delivery together with a suite of organisational transformation programs. Partnering with the CEO, the role will lead the agency towards delivering the Victorian Government's vision relating to social and affordable housing, wrap around housing support services and homelessness support. This is a Deputy Secretary level position and sits on the Department-wide Executive Board. It plays an important leadership role across the Department's programs and services.
**ACCOUNTABILITIES INCLUDE**
- Establish, lead and maintain strong senior stakeholder relationships including with leaders in construction and development, community housing, social service delivery (including homelessness) and across Australian Government, other States and Territories, and Local Government.
- In partnership with the CEO:
- Provide strategic advice and support to the Minister, Treasurer, Homes Victoria Advisory Board, CEO, Secretary and other senior stakeholders as required on delivery and reform in housing that advance the delivery of government objectives and aspirations of Homes Victoria.
- Oversee the development and implementation of reforms to ensure the long-term financial sustainability of Homes Victoria.
- Develop, lead and embed a strong organisational culture consistent with Homes Victoria's cultural aspirations and VPS-wide public sector values.
- Drive timely and effective delivery of the strategic objectives articulated in the Homes Victoria Corporate Plan.
- Engage collaboratively with other leaders within the Department of Families, Fairness and Housing, particularly operational areas delivering services on behalf of Homes Victoria, to ensure effective, integrated and well governed housing and other services
- Drive the overall performance of the organisation and key streams of work through taking practical action to ensure they are delivered on time, on budget, and to expectations.
- Direct the overall performance of the group ensuring human, financial and physical resources are managed effectively within corporate policies and processes against agreed targets, performance standards and objectives.
- Establish effective internal systems and controls to effectively manage Homes Victoria's finances, sustainability agenda, assets and liabilities in accordance with relevant legislation, policies and Government directions.
- Represent the CEO as required, including interfacing with the Minister, their Office and others as well as acting as a primary escalation point for urgent, complex or highly sensitive client and operational issues, determining appropriate responses and the need for further escalation.
- Represent the department, Ministers and government in consultations and negotiations of complex issues at national and international level.
- Take thematic accountability for key priorities (in alignment with skills and experience) across the organisation as agreed.
