The Programme Manager, Scheme Modernisation role is a key leadership position within WorkSafe Victoria, reporting to the Head of Enablement. This role will lead the optimisation of existing programmes aligned to the implementation of key legislative reforms. The Programme Manager, Scheme Modernisation will be accountable for the operationalisation of new, strategic intervention programmes aligned to the Scheme Modernisation Programme, which will enable WorkSafe Victoria to deliver on key strategic outcomes.
Key Responsibilities- Develop the integrated master schedule and programme resource plan. Manage the overall programme schedule and resource plans and monitor project-level progress, resource plan, and schedules.
- Responsible for financial management of programme forecast and budget, ensuring accuracy and appropriate commentary and reporting to executive steering committees and the board.
- Leading the management of complex and at times sensitive risk and issues, especially those that include interdependencies across projects or will impact programme outcomes.
- Responsible for the people management of senior project managers, including development and performance.
- Supporting change management and leadership engagement, ensuring connection across the programme and broader organisation.
- Procure delivery services from design and implementation partners and establish commercial management in alignment with the programme expectations, programme plan, and WorkSafe's procurement guidelines as required.
- Establish and maintain effective vendor relationships and commercial governance, ensuring commercial contracts align with the programme plan and approach, providing clarity on partner expectations. Act as the point of escalation for commercial matters related to the programme as required.
- Lead the integrated design and implementation of the Scheme Reform programme from 'Pre-Inception' through to business implementation and sustainability.
You are a passionate leader with demonstrated experience in delivering large-scale business solutions within a complex stakeholder and delivery environment. Your analytical and conceptual skills are highly developed, allowing you to recognise and address emerging issues of importance. You are an organised professional who has strong time management skills and the ability to meet tight deadlines.
You possess the following skills and experience:
- Demonstrated experience in delivering large-scale, business solutions, within a complex stakeholder and delivery environment, preferably within the insurance or a related industry.
- Demonstrated experience working at an executive level within an organisation with well-developed leadership, negotiation, and influencing skills.
- Demonstrated ability to liaise and consult with employees and management at all levels of the organisation, and diverse stakeholders, including ELT, Senior Leaders, and other internal and external stakeholders.
- Demonstrated capacity to build high-performing design and delivery teams.
- Highly developed writing skills, including the ability to prepare concise briefing documents, reports, and communications to internal and external stakeholders.
- Proven ability to manage and deliver large-scale projects with a high level of ambiguity and to lead through ambiguity, directly and indirectly influencing to deliver outcomes on time and in budget.
- Experience in providing strategic, authoritative advice in a complex operating environment.
