About the role
This newly created position enables our team to roll out a cutting-edge HR platform to multiple departments and agencies. As part of an innovative and collaborative unit, you'll deliver vital support for over 4,000 employees and drive significant efficiencies and productivity gains throughout government.
The People Central Service Delivery Manager oversees the reporting function, leading a team that manages day-to-day HR operations and maintains accurate people and position data on the HR platform. You'll work closely with internal and external stakeholders to deliver tailored and specialist reporting requests, foster continuous improvement on the HR system and processes, and drive operational excellence by ensuring teams meet service requirements and agreed performance metrics.
Key responsibilities include
- Drive operational performance and service excellence within the reporting function and people operations teams, monitoring their performance against defined Key Performance Indicators (KPIs) and quality standards.
- Optimise the use of data and analytics for developing and delivering reporting on HR metrics to measure and monitor the effectiveness of shared services.
- Lead, motivate and inspire people operations and reporting teams accountable for high-volume HR advice, system administration, data integrity and data reporting activities.
- Manage service level agreements, resourcing costs and client relationships to ensure clients are satisfied with HR shared service performance and that HR resources are utilised efficiently.
- Champion the shared services function in HR and support stakeholders throughout the implementation of the HR shared service function.
Essential skills and qualifications
- Highly developed ability to identify common issues for stakeholders and leverage information to build mutually beneficial partnerships; understand stakeholder needs and organisational context to achieve outcomes.
- Critical thinking to evaluate problems from multiple perspectives and deliver effective solutions; consider wider business context when resolving issues.
- Able to identify key messages and information required for decision-making; provide high-level advice on influencing and target audience needs; advise on content and style suitable for audiences.
- Able to gain agreement to proposals and ideas; build behind-the-scenes support for ideas to secure buy-in and ownership; utilise indirect influence to achieve outcomes; involve experts or third parties to strengthen cases.
- Guide others to create a culture of collaboration; identify and overcome barriers to knowledge sharing; identify opportunities to work with other teams to deliver outcomes.
- Hold self and team accountable to public sector values and agreed performance standards; support achievement of outcomes by anticipating and resolving issues; establish actions to increase engagement levels and recognition of performance.
Mandatory requirements
- Experience in implementing and administering HRIS and payroll systems, ideally with SAP SuccessFactors' Employee Central and Employee Central Payroll modules.
- Demonstrated experience managing service delivery of a HR shared service function, including meeting Service Level Agreement requirements and Key Performance Indicators.
