**Key Responsibilities and Duties**:
- Implement the Capability Framework through assessments, development planning, and learning programs.
- Design and conduct workshops to support cultural activities.
- Create and implement organisational curriculum, programs, and initiatives for capability development and sustained behaviour change.
- Support and execute organisational culture survey projects, including planning, debriefing, and action plans.
- Manage the organisational performance review process.
- Analyse data and consult widely to identify trends, issues, and opportunities for capability, performance, and people development.
- Enhance the exit interview program for insights into organisational culture and improvement opportunities.
- Cultivate positive relationships with internal stakeholders and external providers for responsive development programs.
- Collaborate with leaders to design new programs reflecting Council's various business units' requirements.
- Uphold and embody Councils Code of Conduct and values.
- Exercise sound risk and financial management.
- Other duties as directed within the position's capabilities.
**Key Selection Criteria**:
- Demonstrated success in planning and delivering organisational culture projects and initiatives.
- Qualifications in Human Resources, Psychology, or related discipline with experience in organisational development or equivalent experience.
- Strong negotiation and problem-solving skills.
- Excellent time management and goal achievement abilities.
- Experience in linking cultural activities to other people and culture aspects.
- Exceptional written and verbal presentation skills.
- Proficiency in Microsoft Office and corporate systems.
- Experience in designing and presenting workshops to support culture activities.
