The opportunity
The Australian Passport Office (APO) is seeking a Director to lead its Passport Human Resources and Coordination (PHR) Section. Reporting directly to the Division Head (Executive Director), this role is responsible for leading the management of all operational and strategic HR functions for the APO, as well as the coordination of corporate support functions.    

As Director, you will drive and set strategic direction for workforce planning, recruitment and separations management, pre-employment checks, contract management, position number maintenance, provision of HR and work health and safety advice, and lead on APO’s input into the development/revision of departmental HR policies, processes, and guidelines, supporting Community and Public Sector Union (CPSU) liaison across the APO network, forecasting and reporting for a division. 

This recruitment process will be used to fill current vacancies as well as vacancies which may arise over the coming 18 months.

Our ideal candidate will demonstrate:

  • Proven leadership skills including the ability to build capability and manage teams, competing priorities and deadlines.
  • Experience showing initiative and setting strategic direction, driving performance and applying sound judgement.
  • Extensive stakeholder engagement skills with demonstrated success in building and maintaining relationships and communicating with influence with a variety of audiences.
  • Resilience and an ability to take personal responsibility for the quality of advice and delivery of results.
  • Experience in human resource workforce planning, corporate planning, performance and reporting legislation and frameworks. Familiarity with of these functions within a Commonwealth agency is desirable.
  • Ability to identify emerging risks and issues, consider implications and propose solutions.  
  • Demonstrated ability to lead a geographically dispersed team, preferably in an operational environment, including through periods of change.
  • Qualifications in Human Resources desirable.

Key duties

As the Director you will work closely with the leadership cohort on managing expectations, setting up effective governance, and ensuring strategic alignment.

  • Interpret policies and relevant legislation and provide advice and support across the APO relating to the functions you lead.
  • Develop and implement strategies to enhance HR and corporate support functions aligned to APO objectives and demand forecasts.
  • Deliver on a range of corporate governance responsibilities, including corporate planning, periodic reporting, executive briefings, and non-financial performance measurement and reporting.
  • Liaise with the Executive on planning and reporting activities and provide strategic advice to the Executive on HR and corporate governance priorities.
  • Lead and develop a geographically dispersed, multi-disciplinary team (approximately nine people), fostering a culture of integrity, diversity and continuous improvement.
  • Collaborate with the DFAT central HR, property and security areas, and the Office of the Deputy Secretary – International Security, Humanitarian and Consular (ISG) Group to ensure alignment with broader departmental strategies and procedures. 
  • Provide strategic direction and advice in an agile environment that meets the needs of the APO.
