During the planning, EOI and RFP phases, the Commercial and Contracts Manager will provide expert advice and input to the planning, development, negotiation and establishment the Alliance Agreement that will provide the commercial foundation for the delivery of the project. During the delivery phase, they will be responsible for providing commercial and contractual oversight and governance of the project Alliance to ensure the delivery of value for money for SunWater while advancing the Queensland Government's economic, environmental and social objectives for the long-term wellbeing of Queensland. Underpinning all of this is the need for probity to remain an integral component of project initiation and delivery.
Key accountabilities:
- Development of Project Procurement and Sourcing strategies that align with the project objective whilst ensuring compliance with Sunwater's governing procedures and policies
- Working as a key member of the Owner's team, provide expert advice to support the development and establishment of the project Alliance Agreement
- Provide commercial and contractual oversight and governance of the project Alliance to ensure the delivery of value for money for SunWater
- Review and negotiate variations to the Alliance Agreement with the Non-Owner Participants and any other Sunwater contracts for the Burdekin Falls Dam project
- Support the Project Director in the provision of advice and recommendations to the Alliance Leadership Team in relation to project performance, risk & contingency management, project variations and adjustments to the TOC
- Effectively interact and influence internal and external stakeholders with your excellent leadership skills.
- Drive change management and dispute resolution, when required.
- Establish key performance indicators and qualitative and quantitative metrics to capture, report and evaluate the benefit and performance of all activities on the project.
- Lead continuous improvement planning and implementation strategies in consultation the project team and ensure lessons learnt on the Burdekin Falls Dam Project are brought into the way the wider business works.
- Bring thought leadership to the role to drive a continuous improvement philosophy and sustainable business environment for Sunwater
**You will bring**:
- Demonstrated extensive experience in a commercial role within the construction industry, particularly in the management of large-scale infrastructure projects, preferably in an Alliance environment
- Sound knowledge of the National Alliance Contracting Guidelines
- Extensive knowledge and experience in the development and management of Australian standard and bespoke contracts, including Alliance agreements
- Extensive experience in leading and managing commercial activities as they relate to the delivery of large-scale infrastructure projects
- Demonstrated ability to understand the early signs of project distress
- Demonstrated ability to build relationships with key stakeholders, including strong skills in negotiation and advocacy
- Demonstrated ability to resolve contractual disputes
- Demonstrated business acumen and experience in working with project teams to maximise commercial outcomes and benefit
- Highly developed interpersonal and communication skills, including to the ability to influence and collaborate with internal and external stakeholders at a range of levels to achieve organisational objectives
- Proven negotiation expertise, including complex sourcing, contract and supplier negotiations
- Demonstrated experience with the development and management of project TOCs.
**You will have**:
- Minimum of 15 years prior experience in a commercial role within the infrastructure construction industry.
- Extensive experience working in an Alliance environment
- Experience working on large scale infrastructure projects > $300 million
- Tertiary qualification in engineering, construction management, law, finance or business.
Highly Preferable:
- Project Management qualifications or experience
- Post Graduate qualifications in business management, construction management or contract management
- Experience working on the Owner's team
