About us
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.
QFES is one department with many services, many capabilities and many partners.
Purpose of role
Incident Management (IM) Capability Development will predominantly focus on developing the future IM capability development needs for the organisation and delivers on QFES emergency management strategies, through effective command and control of tactical, operational and strategic IM functions. The team contributes to reviewing the QFES' IM Training Framework to deliver a defined, understood, consistent framework based on Australasian Inter-Service Incident Management System (AIIMS) principles, that is flexible and scalable to manage all hazards. This work will be required to meet the needs of the organisation in conjunction with the QFES Reviews and other external assurance body recommendations.
Reporting to the Executive Manager, you will be a key member of the team, with a high level understanding of AIIMS doctrine and IM functional roles/responsibilities, and administrative support functions to contribute to the review, development and implementation of policies, procedures, systems and communications to enhance service delivery and operational capability, and monitor outcomes against performance during activation. You will work with internal and external stakeholders to develop and maintain a range of flexible learning material and resources that aligns IM training delivery with the AIIMS doctrine, and ensures learner and instructor qualifications meet compliance and legislative standards, for Registered Training Organisation compliance.

- Have a current Certificate IV in Training and Assessment qualification or the ability to obtain the qualification within a mutually agreed timeframe.
- Demonstrated high level understanding of AIIMS doctrine, IM functional roles and operational concepts.
- Demonstrated high level knowledge and/or experience working in Incident Management Coordination Centre's, along with knowledge and understanding of Disaster Management arrangements.
- Knowledge and experience in project management methodologies, and/or qualifications in project management.
Special requirements
- It is expected that the incumbent will participate in an out-of-hours roster during emergency event operations. This may require work outside of normal working hours (e.g. night shift), including weekends, working extended hours and may include deployment to other parts of the state.
Your key accountabilities
Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:
- Develop and implement best practice strategies, directions and objectives, including to prepare and provide detailed internal communications, written project status updates and report on outcomes, in accordance with organisational requirements.
- Provide high level administrative and project support, including maintaining document management systems, filling, and financial administration, and reporting to ensure business objectives are achieved.
- Contribute to the design, development, evaluation and review of training curriculum, content and materials to ensure M training's currency and alignment with AIIMS doctrine and national competency frameworks.
- Research and evaluate operational activities, including post incident analysis to provide recommendations for improvement, in relation to the provision of incident and disaster management systems, processes and products to enhance service delivery.
- Develop and maintain strong relationships with internal and external stakeholders to ensure timely communication, liaison and sharing of IM capability development information between regions, other emergency services and agencies.
- Preparation and review of reports, briefing notes, submissions, departmental or other correspondence, in relation to operational strategies and building capability performance, in accordance with organisational requirements.
- Research, analyse and observe trends and issues, which contribute to the assessment of IM capability development, and provide recommendation to ensure quality decision making.
- Undertake and support operational duties during emergencies and disasters and work within a dynamic environment, fostering teamwork and actively participate in performance and development programs.
