The Learning and Development Advisor key focus will be the implementation of the learning and development programs and initiatives to improve individual, team and organisational skills, capability and performance to enable and support the delivery of Council's strategic objectives and purpose.

The position also coordinates and supports the development and delivery of effective leadership programs and organisational capability development initiatives. Key pieces of work include compliance and foundation training and the annual corporate learning program.

Key Responsibilities

The duties would include:

- Implement and embed the Capability Framework through utilisation, including integrated tools for assessment, development planning and learning programming.
- Design, develop and implement a Learning and Development Plan, including a Corporate Learning component, which is strategically linked to the Capability Framework and organisational requirements as informed by the Council Plan.
- Develop and implement organisational curriculum, programs and initiatives that ensure capability development and create sustained behaviour change.
- Design and deliver a corporate Induction program informed by the Capability Framework, Council Plan and Council's key strategies and policies.
- Coordinate development and delivery of the annual corporate Learning Program informed by the Capability Framework and organisational requirements.
- Monitor and manage the Learning and Development Plan budget, including for Corporate Learning component and local area business unit learning and development.
- Build and foster a culture of performance across the organisation with progressive development of the Performance and Development Planning (PADP) framework, embracing best practice.

Demonstrated experience in scoping and implementing OD and/or learning and development programs and initiatives in a complex service organisation as well as project management skills and demonstrated leadership, influencing, mentoring and coaching skills required. Knowledge of Learning Management and ePerformance Systems and eLearning tools and strong written and verbal communication skills are essential.
