An exciting opportunity has presented itself for a Head of Pre-Contracts - Telco & Network Services to join the Downer Team.

The opportunity

The Head of Pre-Contracts Telco & Network Services is to expand Downer's Energy & Utilities business through the growth and development of the Telco & Network Services Line of Business in Australia and New Zealand. Working to position the business, developing relationships with customers and ensure opportunities fit within the business' growth strategy and align to the "Five Cs" principles (i.e. Capacity, Capability, Counterparty, Contract & Compensation). The successful applicant can envision themselves attending to duties such as:

What you'll do

  • Represent the best interests of the Company, through personal relations and presentation, and quality of service, in all dealings with persons external to the Company
  • Working with the Line of Business leadership to identify opportunities, promoting regional expansion, sector growth and customer engagement within the Telco & Network Services BU
  • Leading the bid strategy and creating win themes to lift tender performance - Actively participate in the commercial review of tenders, facilitating alignment of understanding between operations, commercial and legal representatives
  • Liaise with external bodies, clients, consultants, sub-contractors and suppliers to develop bids. Establish, with sub-contractors, terms and conditions of sub-contractor agreement
  • Ensure that appropriate Client requirements such as pre-qualifications are highlighted and advised when information is sourced in line with business strategy
  • Maintain regular communications and be collaborative with the Business Development team and the relevant bid stakeholders (i.e. Operations, Scheduling, Estimating, etc)
  • Manage all required Governance associated with opportunities, based on their risk and cost levels, through the Preparation, Negotiation and Hand-over phases

What we're looking for

  • Degree qualified or equivalent experience in Engineering or Business-related fields
  • Proven industry experiences working in the Telco & Network Services sector, including telecommunications (Fixed & Wireless), Commercial-scale solar & battery storage systems, Metering and Electricity & Gas distribution asset delivery markets
  • Experience in leading complex Design & Construction, Construct Only and Field Maintenance bids, which can also include client interaction sessions and Early Contractor Involvement (ECI) phases to the bid development
  • A deep understanding of market participants, regulatory environment and challenges confronting the sectors in which the Energy & Utilities business operates
  • A combination of commercial and operational acumen through direct Project Management or Commercial Management experience in the industry is desirable
  • Highly developed customer service skills and the proven ability to develop, maintain and influence business relationships at all levels with clients, partners and suppliers
  • Substantial experience in engineering principles and construction methodologies
