About the role:

The Manager Contracts is responsible for the overall commercial management for the Digital Health branch.

The role is responsible for managing various commercial elements including, but not limited to, cloud hosting agreements, procurement of professional services and software licencing arrangements, for both the health sector and Digital Health.

The role has a focus on achieving beneficial commercial outcomes for the department, through industry knowledge and advanced negotiation skills and experience.

In addition to assisting with the establishment of new commercial arrangements the role will be responsible for maintaining a register of Digital Health major contracts, planning procurements, providing input into the annual budget planning cycle, performing detailed analysis of the departments current agreements and determining strategies to increase value and reduce costs through product and service redundancy, consolidation, volume discounts, along with other techniques.

The role will also support project delivery and operational support teams in understanding various product and service pricing models, enabling accurate cost estimations and forecasts.

About you:

The Department of Health is seeking an experienced and motivated Manager, Contracts to oversee the development and management of complex procurement and contract arrangements that support the delivery of vital health services across the state.

In this role, you will be responsible for establishing effective contract management frameworks, ensuring purchasing processes are fair, transparent, and competitive, and that agreements deliver value for money. You will monitor contract performance, manage expenditure and risk, and resolve issues as they arise to maintain strong partnerships with suppliers and stakeholders.

Success in this position requires exceptional planning and organisational skills, with the ability to set clear objectives, manage competing priorities, and ensure progress through sound systems and processes. You will demonstrate strong stakeholder management, building productive relationships and understanding diverse needs to deliver outcomes that benefit both the Department and its partners.

As a trusted advisor, you will apply your consultancy and commercial skills to provide practical, evidence-based advice, undertake cost-benefit analysis, and identify opportunities to improve efficiency and effectiveness. Your analytical thinking and financial acumen will enable you to make informed decisions that support strategic goals and drive continuous improvement in contract outcomes.

Mandatory

  • 5+ years previous contract administration, procurement, or commercial experience working for medium to large organisations or a Victorian government department.
  • Proven experience in developing and effectively implementing ICT sourcing strategies.
  • Proven experience in managing complex and large-scale ICT supplier and commercial contracts.
  • Proven ability to undertake detailed analysis into varied and complex data sources to determine strategies to increase value and reduce costs.
  • Proven experience in contract negotiation and achieving best value for money commercial results demonstrated through meeting established cost saving targets.
  • Proven experience in commercial models of ICT platform and hosting arrangements with various partners including Microsoft, Azure, Oracle and Amazon Web Services.
  • Working knowledge of a broad range of ICT technology and service models across software, services and infrastructure.

Desirable

  • Bachelor's degree in one of the following fields:
  • Business Administration
  • Law
  • Commerce
  • Information Technology

  • Contract Management Professional certification

  • Project Management certification

Any of the the above will be highly advantageous to this role, but not mandatory.
