About The Role
The role is Ongoing fulltime. The Contract and Commercial Analyst role supports the Manager, Rail Performance & Commercial by providing contractual, operational, and analytical expertise to ensure effective management of the Franchise Agreement – Train and maximize the benefits from contracting arrangements. The role involves administering the Operations Module of the agreement, overseeing key performance measures such as the Enhanced Operational Performance Regime (EOPR) and Passenger Experience Regime (PXR), and delivering detailed analysis and authoritative advice on the franchisee's operational performance and compliance. By monitoring performance, the analyst identifies areas of underperformance and engages stakeholders in discussions to drive continuous improvement

In This Role You Will

  • Administer contract obligations for the Operations Module of the Franchise Agreement – Train
  • Compile and assess the EOPR and PXR performance regimes and process of incentive/abatement payments
  • Analyse operational performance to identify causal factors and performance trends. Monitor compliance with contractual performance KPIs.
  • Provide advice and draft formal contractual correspondence through briefings to executives, Ministerial Staff and Ministers on causal factors impacting contract performance and operational performance.
  • Develop and maintain positive stakeholder relationships within the Department and with the metro rail franchisee to ensure contract compliance and continued performance improvement.

Qualifications And Experience
Mandatory

  • Tertiary degree in engineering, business, law, commerce, data science; or extensive experience managing complex contracts or other high value / high risk contracts (mandatory).
  • Experience in complex operational environments (desirable).
