Primary objective

Provide high level support and advice for the development and implementation of policy and business processes as part of the

National Firearms Register Project, and to ensure outcomes are achieved on time, to quality standards and within agreed scope.

Context statement

In December 2023, National Cabinet agreed to implement a National Firearms Register which will provide frontline police officers

with near real-time information on firearms, parts, and owners. The register will link firearms information with other relevant police

and government information, including information from the National Criminal Intelligence System and the courts, to better enable

law enforcement to assess firearms risks.

Key duties and responsibilities

1. Provide high level advice on complex issues related to the development of policy, procedures and their implementation with

the National Firearms Register project, agency priorities and legislative reform.

  1. Undertake business process investigations and propose practical business solutions to problems.
  2. Work autonomously within defined time frames to contribute to, and as required, drive the delivery of the National Firearms

Register Project with internal and external stakeholders.

4. Undertake research and analysis to prepare detailed reports and recommendations including preparation of appropriately

targeted Senior Executive and Ministerial correspondence.

5. Facilitate and support legislative review and regulatory amendment processes relating to firearms and weapons as required.

Selection criteria

Essential

1. Highly developed written capability with a specific focus on translating complex legislation into clear and concise language.

2. Demonstrated capability to research and translate complex legislation to support the development of policies.

3. High level interpersonal and communications skills, including the ability to develop and maintain effective professional

relationships and partnerships across all levels of government, service providers and the community, including people from

diverse cultural backgrounds.

  1. Demonstrated experience in navigating governance, regulation and policy in order to achieve project and policy outcomes.
  2. Ability to think strategically and harness information and opportunities, including analysing what information is important and

how it should be used.

6. High-level organisational and time-management skills with proven ability to manage priorities and deliver quality outcomes in

a constantly changing environment with minimal supervision

Desirable

1. Degree of relevant discipline such as public administration, business administration, law or similar.

2. An understanding of the Firearms Act 1997 (NT) and Firearms Regulations 1997 (NT).
