Primary objective
Provide strategic leadership and stewardship of NT Health's records management and information management standards, while ensuring that NT Health
records and information are accurate, secure, governed and used responsibly to improve health outcomes for Territorians, support national data sharing,
and meet legislative and intergovernmental obligations.
Key duties and responsibilities
1. Lead the development, implementation, and monitoring of records and information to ensure consistency, accuracy, and completeness of health
information across NT Health, identify areas for improvement, and ensure compliance with privacy and confidentiality obligations.
- Lead NT Health's contribution to intergovernmental data sharing agreements, including compliance with the National Health Reform Agreement, data
exchange with the Commonwealth and cross-jurisdictional reporting.
3. Lead the establishment and maintenance of NT Health's Information governance framework, including policies, roles, accountabilities and decision
rights.
4. Oversee NT Health's corporate and health records management policies, systems and compliance, in line with Northern Territory legislation and
archives requirements.
5. Lead education and capacity-building initiatives to uplift frontline staff and clinical teams on records management literacy, best practices, and the impact
of accurate documentation on clinical care, data quality and funding.
- Lead initiatives to improve information accuracy and reliability, support clinical and administrative decision-making, and ensuring the integrity, security,
and confidentiality of health data through robust assurance processes.
7. Oversee the development and maintenance of a comprehensive data dictionary to standardize definitions and classifications, embed data stewardship,
and ensure health information is accurate, trusted, ethically managed, and supports evidence-based policy and service delivery.
8. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in order to ensure high
quality, safe services and workplaces.
9. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
1. Knowledge of NT health and care systems, including the strategic directions of the Department of Health and NT Government, and strong
understanding of intergovernmental sharing agreements such as the National Health Reform Agreement.
2. Proven experience in health records management and information management practices, governance and compliance, including knowledge of NT
legislation, policies, and standards related to records and health information management.
3. Strong leadership skills in developing and maintaining data governance frameworks, including establishing policies, roles, accountabilities, and decision
rights, and experience overseeing health and corporate records management systems to ensure compliance with legislative and archival requirements
within a health or government setting.
- Strong understanding of data security principles, including the ability to apply best practices to protect sensitive information and ensure compliance
with relevant policies and regulations, and proven track record in improving data quality, accuracy, and reliability, with a focus on supporting clinical
and administrative decision-making through robust assurance processes.
- Experience in developing and maintaining comprehensive data dictionaries or metadata repositories to standardize data definitions and classifications,
with familiarity with health information systems interoperability and data exchange standards.
Desirable
1. Strong communication and stakeholder engagement skills, with the ability to collaborate effectively across multiple levels of government and health
organisations.
2. Tertiary qualifications in Public Health, Data analytics, Health Information Management, or a related field.
