As Deputy Commissioner, Delivery and Performance, you will report to the Public Sector Commissioner and lead a new division responsible for programs and services delivered across the Queensland public sector. You will ensure these services are contemporary, targeted and deliver value. The role leads cultural and structural change, builds influential relationships, stewards Machinery of Government changes, provides strategic advice on Chief Executive recruitment, and leads digital, data and automation initiatives that support evidence-based decision making and improved outcomes statewide.

The Public Sector Commission is the central human resources agency for the Queensland public sector. The PSC provides system leadership in workforce performance, integrity, capability and culture and supports the sector through the Public Sector Act 2022 .

The Deputy Commissioner, Delivery and Performance works with the Commissioner, the Deputy Commissioner Policy and Implementation and the PSC Executive Leadership Team to implement a new operating model for the organisation. In this role, you will lead the Delivery and Performance division and oversee programs and services delivered to the Queensland public sector. These programs must be contemporary, appropriately targeted and deliver value to agencies. The position requires the ability to lead cultural and structural change and engage with and influence senior stakeholders across the sector.

Key Responsibilities Include

  • Providing strategic and operational leadership to the Delivery and Performance division
  • Driving consistent, high quality client outcomes and embedding a client focused culture
  • Building influential relationships across the sector at senior levels
  • Ensuring insights are used to shape and improve service delivery and inform broader organisational policy and strategy
  • Stewarding agencies through Machinery of Government changes, including convening the Deputy Director General MoG group
  • Providing trusted, confidential and strategic advice on Chief Executive recruitment and the senior executive employment framework
  • Leading digital, data and automation initiatives supported by ELIS, Working for Queensland and MOHRI
  • Coaching and supporting senior leaders and overseeing succession planning and capability development
  • Supporting the Commissioner in delivering key priorities that strengthen a professional and capable public sector.

The ideal candidate will bring

  • Extensive experience in senior executive roles within the public or private sector with a proven record of success in complex environments
  • Extensive experience providing trusted and influential advice to Chief Executives and senior executives
  • A solutions focused approach to issues and the ability to deliver positive and lasting outcomes
  • A strong understanding of public sector operations and governance
  • Demonstrated experience in leading large scale reform initiatives and delivering measurable outcomes.

There are no mandatory qualifications for this role. However, tertiary qualifications in public administration, business, law or a related field will be highly regarded.

To Be Successful In The Role You Must Have

  • A proven ability to lead complex systems and multidisciplinary teams and develop strategies and outcomes that deliver measurable benefit at both system and local levels
  • Experience managing Chief Executive and Senior Executive Service employment frameworks and navigating complex human resources and industrial relations landscapes
  • A strong record in designing and implementing large scale reform initiatives, managing organisational transitions and embedding new ways of working
  • The ability to lead, coach and inspire diverse teams and foster inclusion and cultural competence.
