Primary objective
Support the Office of the Chief Procurement Officer and provide leadership to oversee the governance and management of NT Health
Procurement, Contract Management and Supply Chain to optimise capability, performance, effectiveness, and efficiency.
Key duties and responsibilities
1. Provide strategic leadership and expertise to promote and sustain procurement compliance, effective contract management and good
governance aligned with Northern Territory Government (NTG) policy and System Manager strategic intent.
2. Support the Chief Procurement Officer in the development and delivery of the annual Agency Procurement Management Plan and
work cohesively with other partner agencies in effective program delivery.
3. Develop and maintain effective collaborative partnerships with other Divisions and the NT Regional health services and key
government stakeholders at local, Territory and national levels. Identify and develop innovative solutions and strategies to improve
performance including identifying business transformation opportunities and associated cost savings and efficiencies.
- Provide leadership and direction to the Procurement Officers to deliver operational and procurement services and advice to staff and
seek opportunities with stakeholders to rationalise and standardise inventory.
- Oversight the management of emerging complex and sensitive issues and provide support to the Chief Procurement Officer on diverse
issues of political sensitivity, organisational complexity, policy and administrative processes as appropriate.
Promote a can-do culture of compliance and high-quality service delivery standards and effective Workplace Health and Safety (WHS).
Foster a positive and collaborative workplace culture through exemplary leadership practices and exemplar behaviour.
Selection criteria
Essential
1. High level conceptual and analytical skills and ability to apply research, theories and evidence-based feedback and concepts to generate
effective governance, policies, systems and processes to support successful outcomes.
2. Demonstrated ability to manage several small teams across the gamut of procurement, contract management and supply functions.
3. Demonstrated high level interpersonal skills and leadership, with the ability to take a strategic viewpoint, translate information for
others; influence key stakeholders and achieve a collaborative approach to ensure delivery of program outcomes including an ability
to interact effectively with people from diverse cultures.
- Ability to sustain high level performance and manage effectively in an environment of substantial change and continuous improvement
and modify approaches to suit changing stakeholder requirements.
- Strong governance, project management and planning to analyse and report on complex issues, evaluate associated benefits and
solutions.
- High level knowledge and understanding of procurement and contract management principles, processes, and requirements in a public
environment as well as sound knowledge of emerging trends and innovations in procurement, contracts relevant to the health context.
Desirable
1. Tertiary qualification in procurement, business, administration (or similar) or relevant discipline, preferably health or business
management.
2. Demonstrated knowledge and understanding of the NT Health strategic plan, priorities and issues in geographically diverse locations,
and how the role can improve effectiveness and efficiencies in service delivery.
