A key part of the role will be to develop strategies and materials to implement improvements in conjunction with health services. This position is part of a specialist unit dedicated to driving financial improvement and capability across Victoria's health services in the third party and own source revenue streams.
We are seeking:
A professional with experience in health service funding models - specifically third party and own source revenue funding streams, service delivery, and improvement, with the ability to analyse findings and contribute to effective strategies and programs. You have a strong understanding of hospital revenue and financial information and can interpret datasets to identify trends and assess effectiveness, supporting informed decision-making.
About us:
At the Victorian Department of Health we want a future where Victorians are the healthiest people in the world. A Victoria where our children and people thrive, our workplaces are productive and safe, and our communities are more connected.
We see it as our job to support Victorians to stay healthy and safe. And to deliver a world-class healthcare system that ensures every single Victorian can access safe, quality care that leads to better health outcomes for all.
About you:
Can you demonstrate the following?
- Understand third party and own source revenue funding in public hospitals, including impacts of the NHRA, MBS billing rules, Medicare Ineligible patient billing and Rights of Private Practice.
- Have expertise in health service funding models, capable of translating complex data into actionable strategies and improvement programs.
- Understand the frameworks and standards used by health services to report financial information.
- Have experience analysing datasets to identify trends, patterns, and opportunities for third party revenue optimisation across hospitals and national datasets.
- Understand activity datasets produced by health services and reported to the Department of Health, such as VEMA, VAED and VINAH.
- Have collaborative professional skills with strong business acumen, adept at stakeholder engagement, risk management, and delivering data-driven insights to inform sector-wide financial improvement.
Qualifications / Specialist Expertise
Qualifications
- A bachelor's degree or higher in Finance, Economics, Data Analytics, Health Administration, Data Science, or a related field.
- A high degree of understanding and knowledge of the health system funding, particularly third party and own source revenue streams (MBS, private health insurance, Medicare Ineligible patients, NHRA), is highly important. Knowledge of the Victorian budget processes, relevant departmental systems and environments is desirable.
Specialist Expertise
- Experience with financial modelling, forecasting, and budgeting to analyse funding scenarios and revenue streams is desirable.
- Knowledge of Victorian public hospital operations, funding models including public and third party revenue, and the impact of government funding, policy and reform on operations. Understanding of NHRA, third party and own source revenue streams, MBS billing rules and Rights of Private Practice are essential.
What we offer:
- The opportunity to perform meaningful work, making direct contributions toward enabling Victorians to be the healthiest people in the world.
- A wide range of growth and development opportunities within the department and wider Victorian Public Service & Sector.
- A strong commitment to work-life balance, including a diverse array of flexible working arrangements.
