Primary objective

As a key member of the Office of Workforce Development leadership team, the Director provides quality strategic advice on

workforce development; migration policy and population issues and manages a small, professional team. The position reports

directly to the Senior Director – Workforce, Migration and Population.

Context statement

The OWD is positioned within the Policy, Strategy and Insights Division of the department and is responsible for identifying skill

shortages and shaping workforce, migration and population policies that contribute to a resilient and future-ready workforce to

support Territory's workforce growth, population and economic development aspirations.

Key duties and responsibilities

1. Lead the development and implementation of a strategic workforce development framework for the Northern Territory.

2. Provide evidence-based analysis and strategic advice to inform policy decisions and drive productivity.

3. Oversee, prepare, co-ordinate and review high-level briefings including ministerial documents, discussion papers, reports,

presentations etc within tight timeframes.

4. Build and maintain strategic, productive and collaborative relationships with internal and external stakeholders at local and

national levels.

5. Lead key stakeholder coordination, policy design and project management for complex and sensitive initiatives.

6. Support and effectively manage the OWD team; fostering a positive work culture, best practice and maximise wellbeing and

promoting professional development.

Selection criteria

Essential

1. Highly developed written and verbal communication skills with experience preparing high-level briefings, reports and

correspondence.

2. Proven ability to build and maintain strategic relationships with diverse stakeholders.

  1. Strong analytical skills and proven ability to develop timely, high-quality policy advice in a multifaceted environment.
  2. Demonstrated experience in leading high performing teams and fostering a constructive workplace culture that delivers on

organisational objectives.

7. Sound knowledge of current and emerging workforce, labour market, migration policy and legislation, population issues and

understanding of the socioeconomic, political, and cultural issues in the Northern Territory context.

8. Experience managing strategic projects and initiatives aligned with government objectives.

9. Ability to manage competing priorities, respond flexibly to changing circumstances and maintain confidentiality.

Desirable

1. Tertiary qualifications in relevant disciplines.

2. Contemporary knowledge of strategic labour market issues the Northern Territory.
