Primary objective

Provide strategic direction, leadership and management across family support, child protection and out of home care services across the Greater

Darwin Region, ensuring professional standards, facilitating ongoing improvement and proactively leading internal and external collaboration to

achieve best outcomes for children, young people, families and communities. Effectively manage physical, human and financial resources and

ensure compliance in accordance with relevant legislation including, though not limited to the Public Sector Management Act 2012 and Financial

Management Act 2014.

Context statement

The Department of Children and Families provides support services across child protection, domestic and family violence, youth justice services,

multicultural affairs and senior's recognition. The agency brings together many of the key functions that work together to create stronger

communities where children experience safe, healthy and happy childhoods, women and men from all cultural and linguistic backgrounds have

Key duties and responsibilities

1. Provide effective leadership and change and resource management across the Greater Darwin Region in accordance with legislation, policies

and procedures.

2. Proactively manage change inclusive of the development and implementation of appropriate strategies to ensure an effective and efficient

transition.

  1. Manage operational statutory and non-statutory service delivery to achieve quality practice and compliance with legislative and policy

requirements.

  1. Actively contribute to the development, implementation and review of business plans at a divisional, directorate and work unit level to achieve

the Agency's strategies and mitigate risks.

  1. Establish and maintain strategic alliances with government and non-government agencies at a local level to further shared agendas and to

optimise outcomes for children, young people, families and communities.

6. Provide strategic expert written and verbal advice to the Executive Director on complex issues to inform priorities and respond to Agency,

wider community and whole of sector agendas.

7. Provide high level support to the Executive Director in the effective leadership and coordination of emergency and recovery operations in the

event of an emergency.

8. Participate in the Department's After-Hours Service and assist in delivering the Department's statutory welfare group responses in accordance

with the Emergency Management Act.

Selection criteria

Essential

1. A degree of an Australian tertiary institution, which gives eligibility for membership of the Australian Community Workers Association, the

Australian Association of Social Workers, or the Australian Psychological Society, or equivalent OR Diploma of Child, Youth and Family

Intervention AND Vocational Graduate Certificate in Community Services Practice (Statutory Child Protection).

  1. Knowledge of contemporary issues and initiatives in relation to child and family welfare practice, youth justice, and domestic and family

violence and demonstrated ability to lead initiatives to fulfil organisational strategic goals.

  1. Highly developed, communication and interpersonal skills and a demonstrated capacity to effectively negotiate and liaise with all levels of

services providers and stakeholders to drive outcomes.

  1. Extensive experience in leadership, change management and responsible resource management.

  2. Demonstrated ability to build organisational capacity through effective management and leadership inclusive of cultivating a positive

workplace culture, facilitating supervision and developing individual and regional capabilities.

6. Highly developed analytical and problem-solving skills and an ability to think conceptually, as well as a demonstrated capacity to develop

practical, creative and innovative solutions to complex strategic issues.

7. Knowledge and experience in the areas of strategic planning, program evaluation, project management, and the management of human and

financial resources.

  1. Sound knowledge and understanding of the nature and scope of service delivery to Indigenous populations in rural and remote areas.

Desirable

1. Relevant post-graduate qualification.

2. Formal training or extensive experience in project management, program evaluation, strategic planning, and negotiation.

  1. A Northern Territory (C Class) Driver's license or ability to obtain.
