Primary objective

The Director Debt Capital Markets is responsible for the direction and strategic outlook of Northern Territory Treasury Corporation

(NTTC) operations team covering financial markets and client services activities. The primary objective of the role is to implement

the efficient, effective and appropriate management of borrowing, lending and investing activities undertaken on behalf of

government, as well as providing expert advice in identifying, sourcing and efficiently executing debt capital markets finance

solutions.

Context statement

NTTC is a statutory corporation which is the central financing authority for the Northern Territory Government, responsible for

providing specialist financial services and advice to the Territory Government to support the funding and delivery of infrastructure

and services to Territorians. NTTC provides cost-efficient loans to its public sector clients by undertaking sound borrowing and

investment activities for the Territory Government.

Key duties and responsibilities

1. Lead and manage a small team of subject matter experts in delivering expert financial advice to a range of high level internal

and external stakeholders, including the Under Treasurer and Treasurer.

2. Implement the Territory Government's annual borrowing program to meet the Territory's short and long-term liquidity

requirements, while minimising funding costs and achieving key performance indicators.

3. Develop and implement treasury function policies, including financial risk management strategies and parameters.

4. Prepare high-level written recommendations and briefings.

5. Represent and promote the interests of the Territory Government at a range of internal and external meetings, including the

quarterly NTTC Advisory Board and audit sub-committee.

Selection criteria

Essential

1. Comprehensive understanding and related practical experience in the financial markets industry, regulatory environment,

financial instruments, treasury operations and risk management activities.

2. Proven knowledge of the economic environment and its influence/relevance on capital markets in the management of financial

risks, specifically the impact of changes in market interest rates on cash flows and the valuation of financial assets and liabilities.

3. Highly developed conceptual and analytical skills with commensurate written and oral communication skills including a proven

ability to develop and articulate complex reports, submissions and ministerial correspondence.

4. Demonstrated high level leadership and management skills, including the ability to build high performing teams, and with

commensurate management experience.

5. Communication skills of a high order, including an ability to interact effectively with people from diverse cultures.

Desirable

1. Relevant tertiary qualifications in economics, accounting, finance or a related discipline.

2. Knowledge and understanding of the financial administration arrangements of NTTC and its role as the central financing

authority of the Northern Territory.
