About the team:

Develop, maintain, and enhance the policy framework that governs the risk management practices of the ASX CCP and SSF activities, ensuring the framework meets regulatory standards and strives to meet best practices for CCPs and SSFs.

The ASX Clearing Risk Policy team is responsible for the development, maintenance, and enhancement of the policy framework that governs the risk management practices of the ASX CCP and SSF activities.
 

What you will be doing:

  • Significantly contribute to the development, maintenance, review of clearing and settlement risk policies and securing of appropriate approval so that the CCPs' clearing risk policy framework continually reflects the risk appetite of ASX and complies with all regulatory requirements.

  • Conduct thorough research to understand current regulatory environment, industry standards and best practices relating to Clearing and Settlement risk management, and ensuring this research is used to enhance the ASX CCP and SSF risk management framework, includes benchmarking against international peers.

  • Contribute to the qualitative and quantitative assessment of the suitability for clearing of new and existing products in line with the requirements of the ASX CCP Clearability Policy.

  • Develop, maintain and enhance approaches to support policy initiatives (e.g. future adequacy and structure of the CCPs pre-funded and contingent default capital and liquidity resources, changes to clearing risk environment such as T+1). This includes engaging with internal and where required, external stakeholders to ensure the policy framework is comprehensive and accurate.

  • Identification and management of policy exceptions, the investigation of issues arising from existing policy application and extension of policy to account for new products and/or market developments.

  • Provide subject matter expertise and/or coordinate clearing risk policy support on ASX Clearing and Settlement initiatives to ensure the continual improvement of the value of the clearing business to customers and the wider market.

  • Where required, articulate clearing risk policy to internal and external stakeholders, including, where appropriate reporting to working groups, other business areas, regulators, Clearing Participants and other relevant stakeholders on reviews of and changes to clearing risk management policy.

  • Contribute to the development on CCP and SSF policies and draft relevant policy papers for submission to the CS Boards.

  • Contribute as appropriate to the working groups in relation to the execution/observation of policy requirements.

  • Where required, support the Policy Governance process (e.g. scheduling, agenda, minutes and tracking actions arising).

What you will bring:

Must have

  • University educational background in one or more of: Mathematics, Financial Mathematics, Econometrics, Actual Science, Statistics

  • Several years relevant financial risk management (market/credit/liquidity) or regulatory capital experience in a financial institution

  • Some experience of or exposure to risk governance in relation to financial risk management (market/credit/liquidity) in a financial institution or professional services firm

  • Some experience of regulatory engagement in relation to risk management (for example through involvement in ICAAP, ILAAP or CPS220 reviews)

  • Understanding of OTC derivatives, equities and exchange traded derivative products and markets

  • Knowledge of financial risk management concepts and techniques

Nice to have:        

  • Experience of overseas exchange/clearing house activities and/or familiarity with exchange/clearing house rulebooks

  • Knowledge of the Australian financial markets regulatory environment

  • Experience of presenting to senior management and regulators

  • Network of risk contacts in the Australian market
