About the position

Reporting to, and working closely with the CEO, the Executive Director assists in advising the TEQSA Accountable Authority on a range of corporate services matters.

As a key member of the Executive Leadership Team, the Executive Director will share leadership accountability and work collaboratively to support a program of regulatory change and be responsive in a complex and changing operating environment.

The Executive Director will have demonstrated experience leading a multidisciplinary team that contributes significantly across the agency to help shape organisational culture and capability. The Executive Director will model and promote exemplary behaviours and values consistent with TEQSA's values and the APS Code of Conduct. They will be passionate about building trust and confidence in TEQSA's corporate and regulatory support services functions and exercise good judgement and initiative in leading and representing TEQSA and influencing its strategic direction.

The Executive Director will provide leadership and strategic direction to the Corporate Services and Regulatory Support Group to deliver a demanding schedule and volume of core services, within legislative requirements and service level timeframes. They will help shape TEQSA's operational priorities and strategies for the Group to meet the expectations of the agency and stakeholders and will identify and implement process improvements that drive high performance across TEQSA.

The Executive Director will provide high-level and timely advice to a variety of internal and external stakeholders, unravel complex problems, and develop solutions in consultation with internal and external stakeholders. They will manage a diverse team of experienced professionals and inspire and lead organisational change and service delivery improvement, working in a fast-paced, dynamic environment. They will work with leaders across the agency.

This position may involve some interstate travel.

Duties

As a Executive Director, you will be responsible and accountable to:

  • Drive the evolution of TEQSA's corporate and enabling services model to ensure alignment with industry best practice and ongoing ability to deliver on Agency objectives and priorities.
  • Lead the Group's work to deliver high quality and timely outcomes that enhance compliance and quality across the sector, driving a positive team culture committed to continuous improvement.
  • Advise and support the CEO in ensuring the effective and efficient administration of TEQSA, specifically across financial and budget management, human resources, corporate performance, project management, funding negotiation, infrastructure, ICT and Business Solutions, including as a key member of TEQSA's Executive Leadership Team.
  • Lead the design, development, and implementation of strategic projects within the Group which impact and influence TEQSA's operations.
  • Lead and contribute to corporate management and related statutory responsibilities including strategic planning, reporting, corporate and budgetary tasks to deliver organisational outcomes.
  • Provide strategic and other high-level advice to the TEQSA Accountable Authority, and where appropriate to the Department.
  • Build and sustain highly effective and collaborative relationships with stakeholders to facilitate cooperation and ensure high quality support and services are delivered, objectives achieved, and future needs addressed.
  • Work closely with Group directors and assistant directors to plan and manage resources, and guide, mentor and develop people and expertise.
  • Build and lead a growing and expert team of professionals, including APS and contract staff.
  • Represent TEQSA on external committees and other representative bodies to achieve agency outcomes.

TEQSA is looking for a leader with a proven track record in the following:

  • Demonstrated ability to maintain a strategic focus, recognise opportunities and deliver outcomes
  • A proven ability to achieve organisational objectives, build organisational capability and manage risk to ensure agency objectives are achieved
  • Demonstrated ability to lead diverse teams and develop capability and performance through periods of organisational change
  • High-level analytical skills and experience solving complex and high-profile issues.
  • Astute judgment and political awareness.
  • High-level management and leadership skills and superior people-management skills, including supporting staff learning and capability development.
  • Excellent stakeholder management, communication, negotiation and influencing skills, including the ability to represent and negotiate on behalf of the agency.
  • The ability to deal with uncertainty, and identify and respond to opportunities as they arise, complemented by a positive and proactive approach to issues resolution and a readiness to engage with risk.
  • Demonstrated experience leading and managing multi-disciplinary teams to deliver excellent service and in creating an environment that empowers, mentors, and supports individuals and teams to deliver their best.

Qualifications and experience

The following qualifications or experience will be highly regarded:

  • An understanding of regulatory processes and regulatory risk frameworks.
  • Relevant tertiary qualifications.

Eligibility

The successful applicant must:

  • be an Australian citizen.
  • complete a National Police Check satisfactorily.
  • be able to obtain and maintain an Australian Government Security Vetting Agency (AGSVA) clearance to Negative Vetting Level 1 status, supported by TEQSA.
