The Department of Justice and Community Safety is seeking a General Manager, Continuous Improvement to provide a critical role within Custodial Operations
About the Business Unit
Corrections Victoria is part of the Corrections and Justice Services group in the Department of Justice and Community Safety (department). Corrections Victoria operates Victoria's adult custodial corrections system. Its vision is for Safer Prisons, Safer People, Safer Communities. Corrections Victoria's mission is to create a safer, smarter system with a skilled and supported workforce, that enables people in our care to make better decisions.
The System Performance Branch in Custodial Operations comprises three teams, which are: Operational Assurance, Compliance and Reviews; Continuous Improvement; and Statewide Operational Support. The branch provides authoritative, strategic, operational and policy advice, and briefing papers on a range of correctional issues to senior correctional management and is responsible for a range of work primarily across prisons. Its responsibilities include state-wide oversight of A Safer Places to Work, a range of central functions, including operational policy development, review and amendment, convening and participating in state-wide managers' meetings, performance monitoring and reporting, incident reporting, responding to family violence information sharing requests, oversight of internal and external reviews and investigations, coordination of Corrections Victoria's responses to coronial matters and litigation, auditing, correspondence, prison outreach and implementation support and general advice to prisons and other departmental staff and internal and external stakeholders.
About the Role
The General Manager, Continuous Improvement reports to the Assistant Commissioner, System Performance and Custodial Operations and is responsible for leading the continuous improvement team, supporting, promoting and leading a range of projects, initiatives and functions that create and support a safer prison system. Using the outcomes from the internal oversight and assurance functions, the General Manager will contribute to an annual audit plan and will work with prisons to implement initiatives that strengthen and enhance safety within the prison system. This includes responsibility for reviewing, amending and developing operational policies and supporting prisons to embed policy and practice changes that are contemporary, align with best practice and are informed by legislation and policy. The Continuous Improvement team is also responsible leading prison occupational violence reduction activities that form part of the Safer Prison Strategy, including A Safer Place to Work.
To be successful in this role, the General Manager will be required to interpret and work within a complex operating and legislative environment to develop high quality frameworks, policies and reports to enhance custodial operational outcomes for the workforce and people in custody. The General Manager is responsible for ensuring the team is flexible, reactive and capable of producing high-quality work that responds to current system needs.
Some of your duties will include:
- Build and embed a culture of continuous improvement across custodial operations and the broader prison system.
- Lead, develop and mentor the Continuous Improvement team.
- Lead and contribute to change and innovation activities across the custodial system that contribute to enhanced operational outcomes that are aligned to strategic objectives.
- Oversee the development and maintenance of templates and tools, systems, processes and training for the System Performance Branch that ensures timely delivery of accurate and high[1]quality work.
- Use research, innovative thinking, and analysis to support decision making and shape direction of continuous improvement and development activities.

About you
To be successful in this role, you will have:
- Demonstrated understanding of the key issues impacting Corrections Victoria, particularly within legislative, social, political and industrial frameworks.
- Demonstrated experience in designing and conducting a system of complex and detailed continuous improvement activities within a large and complex operational environment.

- There are no mandatory qualifications for this role; however, a tertiary qualification in a relevant discipline would be highly desirable
