As
Head of Policy Advocacy,
you'll influence government decisions, lead meaningful change, and represent over 1,100 clubs that are the heartbeat of communities across NSW.
ClubsNSW is the peak body representing the interests of not-for-profit registered clubs across New South Wales. We advocate for our members, provide strategic leadership, and work collaboratively with stakeholders to ensure a sustainable and vibrant club industry.
Role Overview
We are seeking an experienced strategic leader to lead our Policy Advocacy team. This role will report to and work closely with the Chief Strategy & Advocacy Officer to shape and deliver our policy advocacy agenda. The successful candidate will play a pivotal role in developing evidence informed policy positions, engaging with senior stakeholders, and ensuring our advocacy efforts reflect the interests of our members. You will lead a team of policy and research professionals to deliver high-quality insights and outcomes.
Key Responsibilities
Strategic Leadership:
- Collaborate with the CSAO to develop and implement ClubsNSW's strategic policy advocacy agenda
- Develop innovative, robust policy positions which support the ongoing vibrancy of registered clubs
- Embed research insights into advocacy positions and campaigns
- Identify emerging policy issues and opportunities that impact the club industry
Team Leadership:
- Lead, manage, and develop a high-performing team of policy and research professionals
- Set clear priorities, objectives, and performance expectations for team members
- Provide regular coaching, mentorship, and professional development opportunities
Member Engagement:
- Engage directly with member clubs to understand their priorities, interests, and issues
- Ensure advocacy strategies align with member needs and industry realities
- Translate member feedback into actionable policy recommendations
External Stakeholder Engagement:
- Build and maintain strong relationships with NSW and Federal Government agencies to support members and advance ClubsNSW's advocacy objectives.
- Support the Government Relations team on key initiatives and ensure alignment between policy development and advocacy execution.
- Represent ClubsNSW at senior stakeholder forums and government consultations.
Advocacy Communication:
- Develop and produce materials to inform members about advocacy activities and outcomes.
- Prepare reports for the CEO, CSAO, and ClubsNSW and Clubs Australia members, various committees and Board's on advocacy progress and impact
- Work directly with regulatory body's to advocate for policy outcomes for our members
- Communicate complex policy issues in clear, accessible language
- Assist in designing and implementing grassroots advocacy strategies and initiatives to mobilise member engagement.
About You
- Minimum 7 years experience in policy development, advocacy, or government relations
- Proven leadership experience managing teams and delivering strategic outcomes.
- Exceptional research and analytical skills with the ability to translate insights into actionable strategies.
- Demonstrated ability to engage effectively with government agencies and senior external stakeholders.
- Excellent written and verbal communication skills, including the ability to produce clear, compelling reports and member communications.
- Demonstrated high-level project management skills, including the ability to establish clear project timelines, track progress against milestones, and ensure timely delivery of key outcomes.
- Proven capability to manage multiple deliverables simultaneously, prioritise tasks effectively, and adapt to changing circumstances to achieve strategic objectives.
- Ability to work collaboratively across teams and manage multiple priorities in a fast-paced environment.
- Passionate about public policy and advocacy
Qualification
- Tertiary qualification in Public Policy, Political Science, Law, Economics, or related field or relevant discipline
Highly regarded:
- Experience in the club, hospitality, or membership-based organisation sector
- Understanding of NSW club industry regulatory environment
- Experience with grassroots advocacy campaigns
