Willoughby City Council is seeking a highly experienced and strategic Manager Property & Assets to lead the management of our diverse property and asset portfolio. This role is key to driving value from the community's $2.4 billion property portfolio, asset optimisation, ethical stewardship, and long-term planning that supports Council's aspirations to Lead, Learn, Care, Share, and Deliver. Reporting to the Director/ Corporate Services, you will lead a multidisciplinary team in developing and executing forward-thinking and visionary initiatives that deliver high-impact outcomes across property, leasing, licensing, acquisitions, disposals, and asset lifecycle planning.

About the Role

As the Manager Property & Assets, you will:

  • Lead the development and delivery of Council's Property and Asset Management Plans, including the development of long-term strategies to maximise value to the Willoughby community.
  • Provide exemplary people leadership through a supportive approach, fostering team development and engagement, and driving organisational goals through collaboration and empowerment.
  • Lead complex negotiations, and oversee leasing, licensing, acquisitions, disposals, and partnerships to optimise community and financial outcomes.
  • Ensure strong governance, compliance, and ethical practices in property and asset activities.
  • Maintain robust asset data and planning frameworks to inform capital works, renewal programs, and future investments.
  • Provide expert advice and support to Council, the Executive Leadership Team, and stakeholders on property and asset strategies.
  • Build and manage strategic partnerships across the sector, including with contractors, consultants, and service providers.
  • Prepare and present compelling business cases, reports, and asset and property performance insights.
  • Manage budgets, forecasts, and portfolio performance, ensuring alignment with long-term financial sustainability.
  • Conduct feasibility studies, valuations, due diligence, and risk assessments to support sustainable asset management and future development decisions.

What You'll Bring:

  • Tertiary qualifications in Property, Asset Management, Engineering, Business, Urban Planning or a related field (postgraduate qualifications desirable).
  • Significant experience in property and asset management within a complex organisation.
  • Demonstrated experience working within relevant legislative and regulatory frameworks.
  • Extensive experience in strategic planning, complex lease negotiations, high-value acquisitions and disposals, and comprehensive fleet optimisation
  • Demonstrated leadership ability in fostering a high-performance, inclusive culture across multidisciplinary teams.
  • Exceptional stakeholder engagement and negotiation skills, with the ability to influence and collaborate at all levels.
  • Proven high level financial acumen, with experience managing large budgets and delivering cost-effective, value-driven outcomes.
