Primary objective

Provide strategic leadership and management to develop and implement the Department's strategic priorities and enable its reform agenda

including the commissioning of robust services in the children and families, domestic, family and sexual violence, homelessness and

emergency response and recovery (welfare) portfolios to meet Government objectives. The role is also responsible for a range of business

enabling functions to support the delivery of quality services to Northern Territory (NT) communities.

Key duties and responsibilities

1. Manage the development of the Department's strategy, strategic settings and commissioning of services designed to meet the needs

of NT communities, address systemic challenges and improve the lives of Territorians; aligned to Government priorities, reform agenda

and commitments, and advocacy for DCF and NT Government in national and senior officer forums.

  1. Lead and embed governance, assurance and continuous improvement activities in partnership with the Senior Executive Group and as

relevant, external government and sector senior leaders to enable delivery of frontline services by the Department and contracted

community services sector organisations.

  1. Manage the development and implementation of the Department's resource and business management operations, including

influencing the coordinated investment between the NT Government and Australian Government agencies.

  1. Provide high-level strategic advice to the Chief Executive, Ministers and other key stakeholders on program strategies, fiscal and

operational performance and reform initiatives, and strategic commissioning.

  1. Provide leadership in collaborative responses to highly politically sensitive issues including ensuring sound, practical and defensible

risk management and mitigation compliant with the Department's statutory role and responsibilities.

  1. Serve as the key interface and advocacy representative with central agencies (Dept of Corporate and Digital Development, Depat of

Treasury and Finance, Dept of Logistics and Infrastructure and Dept of Chief Minister and Cabinet) to enable the achievement of the

Department's role and responsibilities.

  1. Oversee the delivery of shared services, relevant to enabling functions through proactive relationship management and effective issue

resolution.

Selection criteria

Essential

1. Demonstrated successful senor executive level experience and performance at leading a large multi-disciplinary team in a complex

operating environment, driving strategic planning, reform programs and initiatives to meet Government (or equivalent) objectives.

  1. Demonstrated knowledge of current and emerging social, economic and policy issues relevant to the Northern Territory and the

remote and regional context.

3. Proven experience in identifying, mitigating and managing strategic, operational and financial risks with a proven ability to generate

and imbed solutions and achieve desired outcomes.

4. Sound understanding of Government and public sector governance and resource management frameworks

5. Extensive experience in delivering high performance, assurance and compliance undertakings that drive reform and enable continuous

business and service improvement.

6. Exceptional communication, interpersonal, conceptual and analytical skills that enable building organisational capability, effective

change management and complex negotiation outcomes.

7. High level cross-cultural competencies and demonstrated experience designing, implementing and overseeing strategic partnerships

with Aboriginal organisations, people and communities to improve community outcomes.
