The Department of Justice and Community Safety is seeking a Manager, Talent Attraction and Campaigns to provide a critical role within Recruitment Services.

About the Business Unit

The People, Safety, Culture and Communications (PSCC) group supports the department in workplace culture and people matters, including strategic communications, human resource policy and strategy; organizational culture and change; recruitment and retention; performance and development; pay, benefits and workforce reporting; safety and wellbeing; workplace relations; and employee conduct.

PSCC promotes a culture to engage and develop the workforce, providing every person with the opportunity to unlock and achieve their potential.

The People Services branch oversees payroll and workforce operations, HR Systems and Reporting, HR Assist, executive service management and Recruitment Services across both frontline and non- frontline roles, in the delivery of HR operational outcomes.

The Recruitment Services and Talent Programs team provides expert advice and support to the department on all recruitment related matters, including attraction, selection, redeployment and other recruitment and retention practices. Recruitment Services delivers consultative, progressive, innovative, fair and ethical recruitment solutions.   • Executive Recruitment
  • Campaign Recruitment
  • Employment Marketing
  • Recruitment Operations including security checks
  • Employment Programs, and
  • Redeployment

About the Role

As a key member of the Recruitment Services leadership team, the Manager, Talent Attraction and Campaigns is responsible for leading the Campaigns function across Recruitment Services and delivering on annual hiring targets across a broad range of roles-from entry-level operational positions to highly specialised and senior-level appointments.

The Manager develops and implements innovative attraction strategies, contemporary recruitment practices and effective assessment methodologies to meet annual hiring targets.

In collaboration with frontline service areas, the Manager, Talent Attraction and Campaigns manages relationships with external providers to ensure value for money, streamlined service provision and innovative recruitment outcomes.

The role works proactively with key stakeholders to understand business needs and deliver workforce solutions that align with both current and future organisational objectives. A deep understanding of the labour market, economic conditions and the broader political landscape is essential to the success of this role.

Some of your duties will include:

  • Lead and motivate the Talent, Attraction and Campaigns team to deliver innovative, accurate and timely volume recruitment outcomes aligned to the department's annual hiring forecast across entry-level, specialized and senior roles.
  • Lead the design and delivery of innovative attraction initiatives and recruitment strategies that reflect best practice recruitment principles and are informed by culturally inclusive practice.
  • Strategically partner with key stakeholders to analyse workforce demands, labour market trends and to monitor recruitment target hires forecasts, identifying where potential issues may exist and developing innovative solutions to ensure that projected forecasts can be met.
  • Provide authoritative advice (verbal and written) to senior management on recruitment matters and practices to best meet the needs of the business.
  • Proactively build and maintain positive relationships with peers, senior managers and stakeholders including the provision of strategic and innovative advice to stakeholders on recruitment issues and practices in consideration to the legislative and industrial framework.

About you

To be successful in this role, you will have:

  • Demonstrated knowledge of best practice recruitment principles in a government setting
  • Extensive experience, with a broad range of skills and knowledge across a range of marketing and communication functions, preferably within the public sector.

Qualifications/requirements

  • An appropriate tertiary qualification in Human Resource, Psychology or a related field is highly desirable.
