The Role:
This Government Department is seeking a Technical Business Analyst to be responsible for eliciting, defining, and managing business rules and requirements for an Oracle transformation program.

The Responsibilities:

  • Build and sustain key stakeholder relationships both internally across the organisation and externally with software vendors.
  • Develop and present illustrative artefacts in showcases and demonstrations to business users, product owners, and wider BTS teams, fostering shared understanding and agreement.
  • Facilitate workshops to document, prioritise, and trace requirements, including functional and technical specifications, data mapping, process mapping, domain models, workflows, and the creation of user stories and acceptance criteria.
  • Promote a collaborative working environment and engage constructively with cross-functional teams to elicit, analyse, negotiate, and define complex business requirements and domain inter-dependencies.
  • Create as-is and to-be policies and procedures to transform business processes across the organisation, generating appetite to augment and scale underlying technologies.

Skills & Experience Required:

  • 8+ year's experience as a Technical Business Analyst with expertise in identifying, capturing functional and non-functional requirements through stakeholder interviews, workshops, and analysis of current systems.
  • Competence in evaluating proposed solutions against requirements, identifying risks and dependencies, and contributing to test planning and execution.
  • Strong interpersonal and negotiation skills with a track record of building trusted relationships across technical and business teams.
  • Proficiency in interpreting complex datasets and translating analytical insights into business improvements and solution specifications.
  • Demonstrated capability in leading business analysis lifecycle and driving improvements to business capabilities within an organisation.
