The Department of Justice and Community Safety is seeking a Senior Continuous Improvement Officer to provide a critical role within System Performance Branch

Corrections Victoria is part of the Corrections and Justice Services group in the Department of Justice and Community Safety (department). Corrections Victoria operates Victoria's adult custodial corrections system. Its vision is for Safer Prisons, Safer People, Safer Communities. The System Performance Branch in Custodial Operations comprises three teams, which are: Operational Assurance, Compliance and Reviews; Continuous Improvement; and Statewide Operational Support. The branch provides authoritative, strategic, operational and policy advice, and briefing papers on a range of correctional issues to senior correctional management and is responsible for a range of work primarily across prisons. Its responsibilities include state-wide oversight of a range of central functions, including Safer Place to Work, operational policy development, review and amendment, convening and participating in state-wide managers' meetings, performance monitoring and reporting, incident reporting, responding to family violence information sharing requests, oversight of internal and external reviews and investigations, coordination of CV's responses to coronial matters and litigation, auditing, correspondence, prison outreach and implementation support and general advice to prisons and other departmental staff and internal and external stakeholders.
About the Role
Reporting to the Manager, Continuous Improvement within the Custodial Operations Division, you will be responsible for identifying opportunities to enhance operations and safety within prisons. In this role, you will work closely with prisons to lead and support them through change and continuous improvement activities and projects that contribute to safer prisons. You will be responsible for the planning, coordination and delivery of initiatives and projects aimed at improving custodial operations across the state, and in doing so, you will be required to interpret and work within a complex operating and legislative environment to develop high quality frameworks, policies and reports to enhance custodial operational outcomes for the workforce and people in custody.
Some of your duties will include:
- Build and foster a culture of continuous improvement across custodial operations.
- Contribute to change and innovation activities across the custodial system that contribute to enhanced operational outcomes.
- Create and maintain templates and tools, systems, and processes for the timely delivery of accurate and high-quality reports and business cases.
- Use research, innovative thinking, and analysis to support decision making and shape direction of continuous improvement and development activities.
- Prepare and co-ordinate briefings, complex correspondence and policies that involve integrating complex information from a variety of sources in a time-pressured environment.

To be successful in this role, you will have:
- A proven record of leading and delivering organisational change initiatives and driving reform within a complex statutory operating environment.
- Strong knowledge and understanding of the custodial environment and the landscape the system operates within.
Qualifications/requirements
- Relevant project management and policy experience and/or qualifications in a related discipline is desirable.
