About the Role
Our Federal Government Client is seeking a EL2 Director Portfolio & Performance.

This is a long-term contract role 6 months with 6 months extension x2, located at our client's ACT in a hybrid set-up.

Job details
As the Director, Portfolio & Performance, you will support the EPMO (Enterprise Portfolio Management Office) Branch Manager, oversee the operations of the Portfolio & Performance section within EPMO, manage a team comprising of managers and portfolio analysts, engage and collaborate with other teams to develop the Agency portfolio assessments and support decision making by internal and external governance committees.

The Director is responsible for the following, but not limited to:

  • Providing strategic and operational oversight of the Portfolio & Performance section
  • Leading the section to achieve its outcomes and outputs:

o Develop and maintain the framework and processes for the Agency's investments.

o Lead the EPMO collaboration on initiatives with respective Senior Executives to make

assessments and recommendations on next steps

o Develop a prioritised project portfolio roadmap for the Agency to deliver to strategic and

business priorities

o Manage and oversee the tracking and reporting on project portfolio performance, providing

real time, comprehensive and prioritised view of all projects

o Monitor all areas of project expenditure, risks, and issues, identify and report on variances to

ensure optimisation on returns from project investments and improve project management

maturity and capability.

Relevant duties

  1. Leadership and Accountability

  2. Provide strategic leadership, professional and/or technical expertise relevant portfolio, program,and project management.

  3. Provide strategic advice, problem solving and issues management for internal and external stakeholders in relation to complex and potentially sensitive matters.

  4. Support program and project leads, as well as Senior Responsible Owners (SROs) and governance committees to ensure effective delivery and oversight of the Agency's projects and programs.

  5. Anticipate and establish priorities, monitor progress and work to deliver required corporate outcomes and specific agency functions.

  6. Coordinate and assume responsibility for complex or sensitive projects or work programs that have strategic, political and/or operational significance.

  7. Contribute to the strategic planning of agency wide objectives. Set strategic direction, develop long-term plans, and implement operational strategies aimed at achieving specific agency objectives within a discipline or area of responsibility.

  8. Identify and lead innovative solutions and communicate the implications of decisions and actions on the agency's business objectives and stakeholders.

  9. Build a team culture that aligns with Agency values and fosters a high performing team who are dedicated to achieving the program outcomes.

  10. Oversight of the program team including providing regular feedback, agreeing formal performance and development plans including identifying development opportunities.

  11. Identify, manage, and evaluate risk in all decision making and delivery of outcomes.

  12. Management Diversity and Span

  13. Manage a team or work area with diverse skill sets and tasks or where skill sets, and tasks are related.

  14. Ensure high quality outputs including ensuring that the team has the required expertise to maintains a high level of specialist, professional and/or technical expertise, as well as building capability within the team.

  15. Support the budget and business planning processes for the development of the Agency's portfolio of investments and its constituent programs and projects while considering risks, issues and interdependencies at the portfolio, program, and project level.

  16. Review reports, brief or any other documents required by the Branch Manager, senior executive team, Agency governance committees and the Agency Board and its advisory committees.

  17. Accountable for developing, coaching, and mentoring employees, performance management, conflict resolution, and identification of training needs.

  18. Job Context and Environment

  19. Compile reports and undertake performance analysis on projects and programs of work to provide visibility and decision-making for the Agency's senior executive and the Board.

  20. Manage regular portfolio reporting to the executive management team and Board, ensuring quality data and to a high standard.

  21. Address future Agency and stakeholder needs when initiating the development of new systems, procedures, policies, methodologies, and practices.

  22. Manage third party contracts of substantial fiscal value and strategic importance to deliver program outcomes.

  23. Independence and decision-making

  24. Manage the development of program reporting to relevant governance committees.

  25. Manage dependencies and interfaces between multiple, complex programs and projects on a national scale.

  26. Work with a high level of autonomy under broad direction and manage concurrent needs to resolve issues and deliver quality outcomes.

  27. Communicate and make decisions that may have significant impact on the day-to-day operation of the work area and other parts of the Agency and/or have a direct and significant impact on the outcome of a program or major project for the Agency.

  28. Communicate and make balanced decisions using professional judgement, evaluating ambiguous and incomplete information, factoring in risks in choosing a course of action and being sensitive to the context.

  29. Manage corporate functions such as budgets, managing contracts, procurement, and humanresources within a business area.

  30. Stakeholder Management

  31. Work with EPMO colleagues and Branch Manager to support implementation of the Agency's Project Portfolio Management Framework (PPMF) and assurance gateway process by helping to build capability and awareness in your day-to-day dealings with program and project owners and teams across the Agency.

  32. Communicate the Agency's strategic direction and vision to stakeholders.

  33. Develop and manage key strategic relationships with a broad range of stakeholders, promoting the Agency's business objectives.

  34. Bring together key external and internal stakeholders and align expectations for the Agency's Work Plan development and prioritisation of projects.

  35. Provide advice relating to the appropriateness of EPMO systems, processes, and capabilities

  36. Represent and negotiate on behalf of the Agency to advance the Agency's interests in cross-agency, inter-jurisdictional, international, and other forums.

  37. Proven ability to apply suitable diplomacy to influence stakeholders at all levels and deliver business success.

  38. Engage and manage stakeholders through change, resolving conflict and managing sensitivities.

Essential requirements

  • Ability to obtain and maintain a security clearance at a level designated by the Agency on request
  • Ability to obtain and maintain national police check.
  • Australian Citizenship is a condition of eligibility

Qualifications

  • Tertiary qualifications in health or project/program/portfolio management or relevant experience in an EPMO within a government environment

  • Program and project management certification in Prince2, PMBOK, MSP, Agile or related methodology

  • Proven experience in leading transformational projects and programs, working with tight deadlines, budget constraints and competing priorities, will be highly valued
