Primary objective

Provide high level and specialist advice and information to government, Mines Branch and the industry on application,

administration, and regulation of mineral titles across all Northern Territory lands, seas, and adjoining Commonwealth waters.

Manage the Mineral Titles Team to ensure the provision of high-quality services in the application, charting, granting and

maintenance of mineral and extractive mineral titles.

Context statement

Mineral Titles is a multi-disciplined administrative group comprising personnel with geographic information system and data

base skills, field personnel with expertise in Aboriginal liaison and culture, exploration and mining industry experience and

general administrative staff across a range of administrative officer levels.

Key duties and responsibilities

1. Provide high-level specialist advice and information to government and industry on application, administration, and

regulation of mineral titles.

2. Effectively lead and manage the Mineral Titles Team through the provision of clear direction, timely management of

performance issues and resources and development of practical solutions to obstacles in systems, process, and

competencies.

  1. Develop, maintain, and apply relevant policies in relation to the management of mineral titles.
  2. Review applications and make determinations for extractive mineral titles grants and renewals.
  3. Draft high-level correspondence; ensure corporate compliance and the develop and maintain effective reporting and

governance systems in all areas of responsibility.

6. Develop and maintain effective collaborative partnerships with a range of internal and external stakeholders.

7. Actively participate as a full member of the Mineral Titles and broader Mines team.

Selection criteria

Essential

1. Extensive knowledge of the mining industry in the NT and relevant legislation including the Mineral Titles Act 2010,

Aboriginal Land Rights (Northern Territory) Act 1976, and Native Title Act 1993.

2. Proven leadership and management skills and the ability to provide high-level advice to senior stakeholders both in person

and through the preparation of high-level documentation including Ministerials.

  1. Well-developed knowledge of land and mining tenure issues including the relationship between Indigenous people, land

and resource issues.

4. Well-developed negotiations skills and ability to establish and maintain effective stakeholder relationships.

  1. Proven skills in managing projects, change, and finances.
  2. Demonstrated ability to deliver presentations and communicate effectively with a range of diverse stakeholders including

from diverse cultural backgrounds

Desirable

1. Qualifications in public administration, law, business management or other relevant discipline.
