We're looking for an experienced
Business Analyst
to support the design and delivery of a new enterprise-wide
Program and Project Management and Reporting Tool.
This role will play a key part in shaping how project and program information is captured, reported, and used across a large and complex government environment.

You'll lead the discovery, analysis, and documentation of business requirements to guide the selection and implementation of an off-the-shelf project management and reporting solution.

Your work will involve engaging with a wide range of stakeholders — from project managers to senior executives — to understand current processes, identify improvement opportunities, and define future-state workflows that support a consistent, data-driven approach to project delivery.

Responsibilities:

  • Conduct research, analysis, and discovery to understand current project management processes, frameworks, and reporting needs.
  • Engage with stakeholders to gather and validate business requirements, both functional and non-functional.
  • Map current and future-state workflows to inform system design and change planning.
  • Develop business requirements documentation, functional specifications, and artefacts to support decision-making.
  • Support the development of a Project Management Plan (PMP) by aligning requirements with delivery scope.
  • Facilitate collaboration between technical teams and business users.
  • Evaluate internal and external system options and provide recommendations on feasible solutions.
  • Produce artefacts such as discovery reports, stakeholder engagement plans, and recommendation papers.

We're keen to hear from Business Analysts who can demonstrate experience in:

  • Business analysis and requirements definition for enterprise system implementations.
  • Process mapping and business process improvement.
  • Stakeholder engagement and facilitation at multiple organisational levels.
  • Developing business and system documentation, user stories, and acceptance criteria.
  • Understanding of system integrations and APIs.
  • Applying people-centred or product-based design principles.

You'll be part of a highly capable project management and change function driving consistent, efficient project delivery across an enterprise setting. The project is high-visibility, with clear purpose — helping the organisation improve how it manages, measures, and reports on its projects and programs.

This role will be offered as an initial 12 month contract + 12 month extension option
